Economic sentiment in Cyprus improved for the sixth consecutive month in September, on mildly improved business confidence in all sectors apart from retail, according to the benchmark index compiled by the Economics Research Centre of the University of Cyprus. Δύο τουλάχιστον υποθέσεις περί συνταγματικότητας των νεοσυσταθέντων υφυπουργείων βρίσκονται ενώπιον της δικαιοσύνης, ανέφερε την Τετάρτη ο Γενικός Εισαγγελέας, Γιώργος Σαββίδης, σε δηλώσεις του μετά το τέλος της συνεδρίας της Κοινοβουλευτικής Επιτροπής Νομικών. Σε ερώτηση για το ενδεχόμενο να κριθούν αντισυνταγματικά τα Υφυπουργεία, ο κ. Σαββίδης είπε ότι το ζήτημα έχει τεθεί σε κάποιες υποθέσεις ενώπιον δικαστηρίου. «Ήδη έχω υπόψη μου ότι υπάρχουν τουλάχιστον δύο υποθέσεις όπου το θέμα έχει εγερθεί σε πρωτόδικο στάδιο. Οι οδηγίες που έχουμε δώσει στους συναδέλφους μας είναι να το δικάσουν στην κατάλληλη στιγμή και στο κατάλληλο δικαστήριο και πιστεύω ότι σιγά σιγά με την πορεία τους το θέμα θα φτάσει στο Ανώτατο Συνταγματικό Δικαστήριο για να κριθεί», ανέφερε ακολούθως. «Υπάρχουν διαφορετικοί τρόποι με τους οποίους μπορεί να κριθεί κάτι ότι είναι αντισυνταγματικό. Κάποιοι λένε ότι δεν έπρεπε να διορίζονται οι Υφυπουργοί από τον Πρόεδρο, αλλά από το Υπουργικό Συμβούλιο. Κάποιοι λένε ότι δεν προβλέπονται από το Σύνταγμα και δεν μπορεί να έχει περισσότερους από όσους προβλέπει το Σύνταγμα υπουργούς. Οι σωρευτικές περιβαλλοντικές επιπτώσεις στην κοινότητα Σιας από τη λειτουργία του λατομείου στην περιοχή και η σχεδιαζόμενη επέκταση του λατομείου στην κοινότητα συζητήθηκαν σήμερα στην Κοινοβουλευτική Επιτροπή Περιβάλλοντος, η οποία εξέτασε αυτεπάγγελτα το θέμα. Ενώπιον της Επιτροπής η πρόεδρος της κοινότητας, ο τεχνικός και ο νομικός σύμβουλος σκιαγράφησαν την καθημερινότητα των κατοίκων της περιοχής η οποία όπως ανέφεραν επιβαρύνεται σημαντικά από τη λειτουργία του λατομείου, ενώ ανέδειξαν την απουσία μελετών για το μέγεθος της επιβάρυνσης. Από πλευράς Τμήματος Πολεοδομίας αναφέρθηκε ότι δεν υπάρχει ενώπιον τους αίτηση για άδεια επέκτασης, ενώ η Υπηρεσία Μεταλλείων και Λατομείων ανέδειξαν την αναγκαιότητα για εξασφάλιση πόρων αδρανών υλικών. Κατά την έναρξη της συζήτησης, ο Πρόεδρος της Επιτροπής, βουλευτής του ΕΛΑΜ, Λίνος Παπαγιάννης έθεσε προς την Υπηρεσία Μεταλλείων το ερώτημα κατά πόσο έχει ενώπιόν της αίτηση για επέκταση του λατομείου ή μόνο αιτήσεις για ερευνητικές άδειες, με στόχο τον εντοπισμό εκμεταλλεύσιμων υλών, καθώς και κατά πόσο υπάρχει πρόθεση να δοθεί νέα άδεια για διερεύνηση στις υπόλοιπες πλευρές του λατομείου. Ρώτησε επίσης το Τμήμα Περιβάλλοντος κατά πόσο έχει ολοκληρώσει περιβαλλοντική μελέτη για την περιοχή τα τελευταία πέντε χρόνια. Ο βουλευτής του ΔΗΣΥ Ανδρέας Κωνσταντίνου ανέφερε ότι κατά τη διάρκεια προσωπικής του επίσκεψης στην περιοχή επιβεβαίωσε πολλά από όσα αναγράφονται στην επιστολή του Κοινοτικού Συμβουλίου. Σημείωσε ότι «όντως είναι ορατό το λατομείο από πολλά σημεία της κοινότητας», ενώ στην περιοχή βρίσκεται και το πεδίο βολής. Έθεσε συγκεκριμένα ερωτήματα προς το Τμήμα Περιβάλλοντος για το κατά πόσο έχει γίνει αξιολόγηση των επιπτώσεων στην περιοχή, καθώς και προς την Υπηρεσία Μεταλλείων για τα όρια του λατομείου και κατά πόσο έχουν πραγματοποιηθεί εργασίες εκτός αυτών. Ο βουλευτής του ΑΚΕΛ Χρίστος Χριστοφίδης ανέφερε ότι δεν υπάρχει αντίθεση στη λατομική δραστηριότητα, η οποία βοηθά την οικονομία και παραγωγικούς τομείς, σημειώνοντας ωστόσο ότι το ζήτημα είναι πού μπαίνουν τα όρια όταν επηρεάζεται η δυνατότητα ανάπτυξης μιας ολόκληρης κοινότητας. Έκανε λόγο για σωρευτική περιβαλλοντική και αισθητική επιβάρυνση, σημειώνοντας ότι «χρειάζεται ξεκάθαρος μηχανισμός ελέγχου και απαντήσεις από τις αρμόδιες υπηρεσίες για τις μετρήσεις που γίνονται για σκόνη και δονήσεις, τη συχνότητα των ελέγχων, το κατά πόσο υπάρχουν υπερβάσεις και ποια είναι η αντίδραση του κράτους, καθώς και για τον προγραμματισμό σε σχέση με τις επεκτάσεις». Η βουλεύτρια του Κινήματος ΑΛΜΑ Λίτσα Δρουσιώτου κάλεσε τις αρμόδιες υπηρεσίες να δώσουν συγκεκριμένες απαντήσεις για τα όρια των αδειών, τις εργασίες που έχουν ήδη πραγματοποιηθεί, τις μετρήσεις που υπάρχουν, την αποκατάσταση του υφιστάμενου χώρου και τις εναλλακτικές που εξετάστηκαν, «ώστε, σαν Επιτροπή, να μπορούμε να τοποθετηθούμε στη βάση των πραγματικών δεδομένων». Η κοινοτάρχης της Σιας ανέφερε ότι «η Σια είναι ταυτόσημη με το πράσινο» και ότι «το βουνό Ξυλιάς που λατομεύεται είναι κομμάτι της φυσιογνωμίας του χωριού μας, είναι η ταυτότητά μας». Όπως είπε, «το λατομείο λατομεύει εντός της κοινότητας και είναι ορατό από όλες τις περιοχές του χωριού. Η επιβάρυνση είναι μια πραγματικότητα καθημερινή». Πρόσθεσε ότι δεν αμφισβητούνται οι ανάγκες της χώρας, αλλά «δεν σημαίνει ότι η κοινότητα θα επιβαρύνεται συνεχώς», ζητώντας να εξεταστεί ο τερματισμός οποιουδήποτε σχεδιασμού επέκτασης και η επανεξέταση του συνολικού σχεδιασμού αποκατάστασης των λατομευμένων περιοχών. Εξέφρασε επίσης έντονη ανησυχία για την επίδραση στο βουνό Ξυλιάς σε περίπτωση επέκτασης της λατόμευσης. Ο υπεύθυνος τεχνικών θεμάτων της κοινότητας Μιχάλης Λοϊζίδης ανέφερε ότι κάποιες αποφάσεις λήφθηκαν πριν από πολλά χρόνια και στη βάση των δεδομένων που υπήρχαν τότε. Εξήγησε ότι η ζώνη ανάπτυξης της κοινότητας είναι πολύ περιορισμένη, περίπου ένα χιλιόμετρο μεταξύ των βουνών Ξυλιά και Καρή, και μέσα σε αυτή την περιοχή βρίσκεται και το λατομείο. Είπε ότι η επέκταση σε ψηλότερα σημεία εγείρει τεχνικά ζητήματα, μεταξύ άλλων σε σχέση με την ορατότητα. «Έχουμε στη Δήλωση Πολιτικής ότι τα λατομεία μας δεν πρέπει να είναι ορατά, άρα εν ολίγοις το απαγορεύει», ανέφερε. Σημείωσε επίσης ότι στη Δήλωση Πολιτικής αναφέρεται ότι δεν επιτρέπεται λατομική ανάπτυξη μέσα ή κοντά σε όριο ανάπτυξης, θέτοντας το ερώτημα πώς ορίζεται το «κοντά». Πρόσθεσε ότι στις περιβαλλοντικές μελέτες δεν λαμβάνεται υπόψη ότι σε μια περιοχή ενός τετραγωνικού χιλιομέτρου συνυπάρχουν λατομείο και πεδίο βολής. Έκανε επίσης λόγο για «σαλαμοποίηση», μέσω διαδοχικών επεκτάσεων και δημιουργίας τετελεσμένων. Εισηγήθηκε επίσης να μπει δονησιογράφος, ενώ για το θέμα του θορύβου ανέφερε ότι έγιναν μετρήσεις και φάνηκε, όπως είπε, σοβαρό πρόβλημα στα σπίτια που γειτνιάζουν με το λατομείο. «Αποδείξαμε ηχορύπανση και κανένας δεν πήγε είτε να το επιβεβαιώσει είτε να το απορρίψει», ανέφερε. Καταλήγοντας, εξέφρασε τη θέση ότι «αυτό το λατομείο έχει κλείσει τον κύκλο εργασιών του» και θα πρέπει σταδιακά να μετακινηθεί από την περιοχή. Ο δικηγόρος της κοινότητας Αχιλλέας Δημητριάδης ανέφερε ότι «δεν υπάρχει διαφάνεια και οι κάτοικοι δεν ξέρουν τι γίνεται», εισηγούμενος όπως οι ερευνητικές άδειες τροποποιηθούν ώστε να προηγείται δημόσια διαβούλευση. «Πότε έκανε μετρήσεις το Τμήμα Περιβάλλοντος; Ποιος τις έχει; Ο ελέφαντας στο δωμάτιο είναι αυτό που αντιμετωπίζει ο κόσμος τόσο καιρό», ανέφερε. Εισηγήθηκε επίσης όπως η Επιτροπή Περιβάλλοντος προχωρήσει σε επιτόπια εξέταση της κατάστασης ώστε να έχει την εικόνα του προβλήματος. Στα 200 μέτρα από τις κατοικίες το λατομείο Από την πλευρά του, ο Πρόεδρος της Επιτροπής Αγώνα Κατοίκων Σιας Γιώργος Παπαϊωάννου ανέφερε ότι το λατομείο βρίσκεται σε απόσταση 200-300 μέτρων από κατοικίες, προκαλώντας μεγάλη όχληση στους κατοίκους και το περιβάλλον. Τόνισε ότι μια τέτοια επέκταση «δεν μπορεί να αντιμετωπιστεί ως μια απλή συνέχιση της υφιστάμενης δραστηριότητας. Θα σημαίνει πρόσθετη και συσσωρευτική επιβάρυνση σε μια περιοχή η οποία ήδη βρίσκεται στα όρια των αντοχών της», είπε. Όπως ανέφερε, οι επιπτώσεις αφορούν «το περιβάλλον, την ποιότητα ζωής, την ασφάλεια και την καθημερινότητα των κατοίκων». «Για εμάς, επομένως, η νέα επέκταση αποτελεί κόκκινη γραμμή», σημείωσε και κάλεσε την Επιτροπή να συμβάλει ώστε να αποτραπεί οποιαδήποτε περαιτέρω επέκταση του λατομείου. Καμία πολεοδομική αίτηση ενώπιον της Πολεοδομίας Από την πλευρά της, η Έβελυν Κυπριανού, λειτουργός Πολεοδομίας στον Κλάδο Ελέγχου Αναπτύξεων, αρμόδια για την αδειοδότηση αντίστοιχων αναπτύξεων, διαβεβαίωσε ότι «ενώπιον του Διευθυντή του Τμήματος δεν υπάρχει οποιαδήποτε εκκρεμότητα σχετικής πολεοδομικής αίτησης που να αφορά την επέκταση του λατομείου ή οποιεσδήποτε άλλες αιτήσεις για ερευνητικές άδειες». Σημείωσε ότι, βάσει του μητρώου αδειών του Τμήματος, έχουν δοθεί διαχρονικά άδειες, με την παλαιότερη πολεοδομική άδεια να χρονολογείται από το 1998, ενώ υπάρχει προνόμιο λατομείου από το 1979. «Έκτοτε έχουν χορηγηθεί αρκετές άδειες για επεκτάσεις, όλες ωστόσο εντός καθορισμένης λατομικής ζώνης», είπε. Εκπροσωπώντας και τον Τομέα Μελετών, βάσει της ενημέρωσης που είχε λάβει, επιβεβαίωσε ότι «αυτή τη στιγμή υπάρχει ένα αίτημα από την Υπηρεσία Μεταλλείων για μια μικρή επέκταση της λατομικής ζώνης», προσθέτοντας ότι ενδεχομένως αφορά περιοχή στην οποία φαίνεται να υπάρχουν και καταγγελίες για εκσκαφές. Δεν υπάρχουν διαθέσιμα λατομικά αποθέματα Από την πλευρά του ο Διευθυντής της Υπηρεσίας Μεταλλείων ανέφερε ότι τα λατομεία που αφορούν εξόρυξη και παραγωγή λατομικών υλικών ανέρχονται σήμερα στα 25, ενώ σημείωσε ότι δεν υπάρχουν διαθέσιμα λατομικά αποθέματα στις υφιστάμενες λατομικές ζώνες. Σε σχέση με τις αντιδράσεις, ανέφερε ότι «οι αντιδράσεις έχουν ξεκινήσει από την ημέρα που έχουμε εκδώσει ερευνητική άδεια για διεξαγωγή έρευνας», εξηγώντας ότι η άδεια δόθηκε στο πλαίσιο της μελέτης για την αειφόρο ανάπτυξη των ορυκτών πόρων. Σε σχέση με το βουνό Ξυλιάς, ανέφερε ότι «είναι γεγονός ότι ολόκληρο το βουνό Ξυλιάς έχει αποθέματα, αλλά σε καμία περίπτωση δεν πρόκειται να δοθεί επέκταση πάνω στο βουνό». Όπως είπε, «στη συγκεκριμένη περίπτωση έχει ήδη παρθεί η απόφαση ότι δεν θα προχωρήσει πιο ψηλά η λατόμευση στο Ξυλιά». Σε ερώτηση του βουλευτή Ανδρέα Κωνσταντίνου σε σχέση με το γεγονός ότι το 2013 η αρμόδια αρχή δεν συνηγόρησε για επέκταση, ο Διευθυντής της Υπηρεσίας Μεταλλείων ανέφερε ότι υπάρχει σαφής όρος σύμφωνα με τον οποίο η Δημοκρατία δεν δεσμεύεται για την παραχώρηση άδειας λατόμευσης. «Αποκλείω μία μεγάλη επέκταση, δεν αποκλείω μια μικρή επέκταση περιφερειακά», ανέφερε. Διευκρίνισε ωστόσο ότι αυτή τη στιγμή δεν συζητείται κάτι συγκεκριμένο. «Δεν συζητούμε τίποτε. Δώσαμε ερευνητική άδεια και, στην περίπτωση που υποβληθεί αίτηση, θα εξεταστεί από την αρχή», είπε. Αναφέρθηκε επίσης στην όχληση από τη μεταφορά λατομικών υλικών, κάνοντας λόγο για ξεσκέπαστα φορτία και προβλήματα που δημιουργούνται. Όπως είπε, το ζήτημα έχει τεθεί και στην Αστυνομία και «είναι σημαντικό να ξαναδούμε το θέμα». Ανέφερε ακόμη ότι έχει μελετήσει όλους τους φακέλους για το λατομείο της Σιας και ότι «δεν έγινε παράπονο όσον αφορά τις δονήσεις και τη σκόνη γραπτώς». Πρόσθεσε ότι έχουν γίνει μετρήσεις με δονησιογράφους και εξέφρασε ετοιμότητα να εγκατασταθεί δονησιογράφος στην περιοχή. «Σύμφωνα με τις μετρήσεις δεν έχουμε υπερβάσεις για οικισμούς, είμαστε εντός ορίων ακόμα και για αρχαιολογικούς χώρους», ανέφερε. Διευκρίνισε επίσης ότι «αν υπάρξει αίτηση στο πλαίσιο της μικρής επέκτασης θα γίνει περιβαλλοντική μελέτη». Από πλευράς του Τμήματος Περιβάλλοντος αναφέρθηκε ότι «επί του προκειμένου δεν έχουμε προβεί σε οποιεσδήποτε μετρήσεις είτε σκόνης είτε θορύβου γιατί δεν υποβλήθηκε γραπτώς παράπονο». Από τον Παγκύπριο Σύνδεσμο Λατομείων, ο Δημήτρης Βαττή ανέδειξε την ανάγκη εξασφάλισης αδρανών υλικών, παραπέμποντας στη μελέτη αειφόρου ανάπτυξης 2021-2050, στην οποία, όπως είπε, αναγνωρίστηκε ότι θα πρέπει είτε να εξευρεθούν νέα αποθέματα είτε νέες περιοχές. «Άρα πρέπει να βρεθούν τρόποι για να υπάρχει η εξασφάλιση πόρων», ανέφερε. Όπως είπε, όταν εξετάζεται επέκταση εκ των πραγμάτων υπάρχουν αντιδράσεις, ωστόσο «το θέμα είναι να μπουν τα σωστά όρια». Εισήγηση του Συνδέσμου, πρόσθεσε, είναι να εξεταστεί η συγκεκριμένη περίπτωση και να υπάρχουν σωστοί τρόποι ελέγχου. Η κοινοτάρχης της Σιας, παίρνοντας εκ νέου τον λόγο, ανέφερε ότι δεν υπήρχε ενημέρωση της κοινότητας για την ερευνητική άδεια στο λατομείο και ότι το διαπίστωσαν όταν βρέθηκαν ενώπιον διαδικασιών αποκοπής δέντρων που έγιναν σε αυτό το πλαίσιο. Ο δικηγόρος της κοινότητας Αχιλλέας Δημητριάδης σημείωσε ότι η Επιτροπή Περιβάλλοντος θα πρέπει να λάβει ίδια γνώση για τις μετρήσεις που έγιναν, τη σκόνη και τον θόρυβο στην περιοχή από τη λειτουργία του λατομείου, ώστε να αξιολογηθεί το πρόβλημα. Από πλευράς του Συνδέσμου Λατομείων αναφέρθηκε ότι υπάρχουν καταγεγραμμένες μετρήσεις, οι οποίες ωστόσο έγιναν το 2019. Σε ερώτηση κατά πόσο το Τμήμα Περιβάλλοντος διαθέτει εργαλεία για μέτρηση της σκόνης, αναφέρθηκε ότι αυτό εμπίπτει στην αρμοδιότητα του Τμήματος Επιθεώρησης Εργασίας. Κλείνοντας τη συζήτηση, ο βουλευτής του ΑΚΕΛ Χρίστος Χριστοφίδης ξεκαθάρισε ότι η Επιτροπή δεν συμφωνεί με οποιαδήποτε επέκταση του λατομείου, σημειώνοντας ότι κάτι τέτοιο «είναι καθοριστικό για την ποιότητα ζωής των κατοίκων και είμαστε εξαιρετικά ανήσυχοι για ενδεχόμενο επέκτασης του λατομείου».Πηγή: ΚΥΠΕ
