Economic sentiment in Cyprus improved for the sixth consecutive month in September, on mildly improved business confidence in all sectors apart from retail, according to the benchmark index compiled by the Economics Research Centre of the University of Cyprus. Πρόσφατα μάθαμε για μια νέα συμφωνία συνεργασίας του Ομίλου XM με τον διεθνή ανθρωπιστικό Οργανισμό Hope For Children CRC Policy Centre. Η υγεία και η ευημερία των παιδιών είναι ένας από τους πρωταρχικούς πυλώνες στους οποίους βασίζεται η δική μας αντίληψη για την Εταιρική Κοινωνική Ευθύνη. Τα παιδιά είναι το μέλλον κάθε τόπου, το μέλλον του πλανήτη ολόκληρου, γι’ αυτό επιβάλλεται να τα προστατεύουμε και να τα βοηθούμε να αναπτύξουν όλες τις δυνατότητές τους. Η επιλογή του οργανισμού Hope For Children γι’ αυτή τη συνεργασία δεν ήταν τυχαία. Γνωρίζουμε όλοι το πολύπτυχο έργο του Οργανισμού για την προστασία και στήριξη ευάλωτων παιδιών, όπως και την αναγνώριση που έχει από τις αρμόδιες υπηρεσίες στην Κύπρο και το εξωτερικό. Η συνεργασία μας με το Hope For Children, βέβαια, υπάρχει εδώ και μια εξαετία, όσα χρόνια δηλαδή λειτουργεί η Γραμμή Βοήθειας 1466. Ο Όμιλος XM χρηματοδοτεί διαχρονικά τη τεχνική υποδομή της υπηρεσίας αυτής, που στελεχώνεται όλο το 24ωρο από ειδικούς ψυχολόγους, κοινωνικούς λειτουργούς και νομικούς σύμβουλους του Οργανισμού, οι οποίοι παρέχουν δωρεάν συμβουλές και καθοδήγηση. Όταν κρίνεται αναγκαίο, οι λειτουργοί του τηλεφωνικού κέντρου 1466 μπορούν να καλέσουν τις αρμόδιες αρχές και υπηρεσίες να παρέμβουν, με γνώμονα πάντα την ασφάλεια, την ευημερία και τα συμφέροντα του παιδιού. Ερ: Πόσα τηλεφωνήματα γίνονται κατά μέσο όρο προς την Γραμμή Βοήθειας 1466; Απ: Σύμφωνα με στοιχεία του Hope For Children, από την αρχή του έτους μέχρι σήμερα έχουν γίνει 1098 κλήσεις προς το 1466, με μέσο όρο 34 τηλεφωνήματα την βδομάδα. Η πλειοψηφία όσων καλούν είναι παιδιά και νέοι, από δεκατριών έως δεκαεπτά ετών, που συχνά είναι θύματα βίας και εκφοβισμού μέσα στην οικογένεια ή το σχολείο. Τα υπόλοιπα τηλεφωνήματα γίνονται από γονείς που ανησυχούν για τα παιδιά τους και από θύτες που ζητούν βοήθεια. Ερ: Ποιοί είναι οι συχνότεροι λόγοι για τους οποίους παιδιά και νέοι καταφεύγουν στην Γραμμή Βοήθειας 1466; Απ: Οι κύριοι λόγοι για τους οποίους γίνονται οι κλήσεις προς το 1466 από παιδιά και νέους πέρα από τον εκφοβισμό και την ενδοοικογενειακή βία, είναι οι συναισθηματικές δυσκολίες μετά από ένα διαζύγιο των γονέων και αλλαγή της κατοικίας τους, ή μετά από την απώλεια ενός αγαπημένου προσώπου, η ενδοοικογενειακή βία, ο σχολικός εκφοβισμός, οι τάσεις αυτοκτονίας και άλλα ψυχοκοινωνικά και νομικά προβλήματα. Συχνά επίσης καλούν γονείς που ζητούν καθοδήγηση για την αντιμετώπιση της ανεξέλεγκτης ή επιθετικής συμπεριφοράς των παιδιών τους. Ερ: Πέρα από την τηλεφωνική καθοδήγηση, τι προσφέρεται στη συνέχεια στα παιδιά και τις οικογένειες που αποτείνονται στο 1466; Απ: Η ψυχολογική υποστήριξη από ειδικούς του Οργανισμού Hope For Children μπορεί να συνεχιστεί με δωρεάν συνεδρίες, τόσο για το παιδί όσο και για όλη την οικογένεια, εφόσον το επιθυμούν. Ο Όμιλος XM χρηματοδοτεί την αναπαλαίωση ενός διατηρητέου κτιρίου στην περιοχή του Αγίου Ανδρέα στη Λευκωσία, το οποίο θα στεγάζει το Συμβουλευτικό Κέντρο Παιδιού και Οικογένειας XM. Το νέο κτίριο θα προσφέρει ένα ιδανικό περιβάλλον για την συνέχιση της ψυχολογικής, κοινωνικής και νομικής στήριξης, που ήδη προσφέρεται δωρεάν σε παιδιά και ενήλικες, οι οποίοι αποτείνονται στο 1466 για την αντιμετώπιση περιστατικών κακοποίησης, παραμέλησης, σχολικού και διαδικτυακού εκφοβισμού (bullying/grooming), καθώς και για καθοδήγηση σε θέματα προστασίας των παιδιών. Υπολογίζεται ότι με την ολοκλήρωση του κτιρίου, το Συμβουλευτικό Κέντρο θα μπορεί να εξυπηρετεί μέχρι και 500 παιδιά και οικογένειες κάθε χρόνο. Ερ: Μιλήστε μας για την εκστρατεία κατά του σχολικού εκφοβισμού που τρέχει την περίοδο αυτή. Γιατί αποφασίσατε να προχωρήσετε στην δημιουργία των τηλεοπτικών σποτ και ποιος είναι ο στόχος της εκστρατείας; Απ: Ο Όμιλος XM έχει μια ευρεία συνεργασία με τον Οργανισμό Hope For Children, πέρα από την οικονομική στήριξη της Γραμμής Βοήθειας 1466 και του Συμβουλευτικού Κέντρου Παιδιού και Οικογένειας XM. Η εκστρατεία για την καταπολέμηση του σχολικού εκφοβισμού έχει τον τίτλο ‘Κάθε θύτης έχει την δική του ιστορία’, και είναι βασισμένη σε πραγματικά περιστατικά bullying. Τα στατιστικά στοιχεία του Οργανισμού Hope For Children καταδεικνύουν μια αύξηση στα περιστατικά αυτά, γι’ αυτό η εκστρατεία μας στοχεύει να προβληματίσει γονείς, δασκάλους, παιδιά, νέους και την κοινωνία στο σύνολό της σχετικά με τα αίτια που κρύβονται πίσω από την επιθετική συμπεριφορά κάποιου παιδιού, ώστε να αναρωτηθούν τι συμβαίνει στην καθημερινότητά του, που το εξωθεί σε ακραίες συμπεριφορές, και πώς το περιβάλλον του μπορεί να το βοηθήσει. Το bullying είναι ένα σοβαρό κοινωνικό πρόβλημα και η εκστρατεία αυτή αναδεικνύει την επείγουσα ανάγκη να αντιμετωπιστούν οι αιτίες που κάνουν κάποια παιδιά θύτες ή θύματα εκφοβισμού. Τα παιδιά αξίζουν την προσοχή και την φροντίδα όλων μας, ώστε να γίνουν ισορροπημένοι ενήλικες και να μπορέσουν να υλοποιήσουν τα όνειρά τους. Ο Όμιλος XM επενδύει σε προγράμματα Εταιρικής Κοινωνικής Ευθύνης με επίκεντρο την υγεία και την ευημερία των παιδιών, προσβλέποντας σε ένα μακροπρόθεσμο και σημαντικό κοινωνικό αντίκτυπο.
Οι αλλαγές που έγιναν στις διαδικασίες διερεύνησης υποθέσεων ελλειπόντων προσώπων μετά την υπόθεση του κατά συρροή δολοφόνου Νικόλα Μεταξά, η αντιμετώπιση των θυμάτων από τους Θεσμούς και τα Μέσα Ενημέρωσης, καθώς και το ζήτημα της λογοδοσίας, βρέθηκαν στο επίκεντρο συζήτησης στο Cyprus Forum. Η συζήτηση επιχείρησε, μεταξύ άλλων, να εξετάσει τι έχει αλλάξει από τότε στις διαδικασίες της Αστυνομίας, πώς μπορούν να αναγνωρίζονται έγκαιρα παράγοντες κινδύνου και ευαλωτότητας και ποιοι μηχανισμοί υπάρχουν για τον έλεγχο πιθανών παραλείψεων. Ιδιαίτερη βαρύτητα δόθηκε παράλληλα στην ανάγκη η συζήτηση γύρω από την υπόθεση να μην επικεντρώνεται στον δράστη, αλλά στα επτά θύματα, πέντε γυναίκες και δύο παιδιά, και στις συνθήκες που επέτρεψαν οι εξαφανίσεις τους να μην κινητοποιήσουν εγκαίρως τους αρμόδιους μηχανισμούς. Ανοίγοντας τη συζήτηση, οι δημιουργοί του ντοκιμαντέρ «Πλειάδες», Πάρης Προκοπίου και Ανδρέας Σιεηττάνης, αναφέρθηκαν στην προσπάθειά τους να μετατοπίσουν το ενδιαφέρον από τον δράστη προς τις γυναίκες και τα παιδιά που δολοφονήθηκαν. Όπως ανέφεραν, ύστερα από τρία χρόνια έρευνας και συνεντεύξεων με πρόσωπα που είχαν άμεση ή έμμεση σχέση με την υπόθεση, επέλεξαν να αφηγηθούν τις ιστορίες των θυμάτων, αξιοποιώντας ιδιαίτερα τις μαρτυρίες φίλων, συγγενών και οικογενειών. Επισήμαναν ότι σε υποθέσεις κατά συρροή δολοφόνων η δημόσια συζήτηση και η δημοσιογραφική κάλυψη συχνά επικεντρώνονται στον δράστη, στον τρόπο δράσης του και στις λεπτομέρειες των εγκλημάτων, με αποτέλεσμα να γίνονται γνωστά πολύ περισσότερα για τον θύτη παρά για τα θύματα. Αναφέρθηκαν επίσης σε όσα, κατά την έρευνά τους, κατέδειξαν προβληματικές αντιλήψεις απέναντι στις εξαφανίσεις αλλοδαπών γυναικών. Υποστήριξαν ότι οι θεσμικές παραλείψεις δεν μπορούν να εξεταστούν αποκομμένες από ευρύτερες κοινωνικές αντιλήψεις και στερεότυπα και έθεσαν το ζήτημα της διαφορετικής αντιμετώπισης που, κατά την άποψή τους, είχαν οι συγκεκριμένες γυναίκες λόγω της καταγωγής και της κοινωνικής τους θέσης. Στον τρόπο με τον οποίο τα Μέσα Ενημέρωσης παρουσίασαν την υπόθεση επικεντρώθηκε η υποψήφια διδάκτωρ στο Πρόγραμμα Σπουδών Φύλου του Πανεπιστημίου Κύπρου, Ανδριανή Τσίλη. Σύμφωνα με την ανάλυσή της, η κάλυψη πέρασε από διαφορετικά στάδια: αρχικά δόθηκε μεγάλη έμφαση στις λεπτομέρειες των εγκλημάτων και ακολούθως στον ίδιο τον δράστη, την προσωπικότητα και το οικογενειακό του περιβάλλον. Στη συνέχεια το ενδιαφέρον στράφηκε στα θύματα, χωρίς όμως, όπως ανέφερε, να παρουσιάζεται επαρκώς το ποιοι ήταν αυτοί οι άνθρωποι πέρα από τις συνθήκες του θανάτου τους. Ακολούθησε, όπως είπε, η έντονη κοινωνική κριτική για τον χειρισμό των καταγγελιών εξαφάνισης από την Αστυνομία και η απαίτηση για πολιτική λογοδοσία και μέτρα πρόληψης. Η κ. Τσίλη συνέδεσε την υπόθεση και με το ευρύτερο ζήτημα της έμφυλης βίας, υπογραμμίζοντας ότι δεν πρόκειται για φαινόμενο που αφορά αποκλειστικά την Κύπρο. Επικαλέστηκε στοιχεία σύμφωνα με τα οποία το 36% των γυναικών ηλικίας 18-74 ετών στην Κύπρο έχει δηλώσει ότι υπέστη κάποια μορφή σωματικής ή σεξουαλικής βίας ή απειλών, ενώ από αυτές τις περιπτώσεις το 44% αφορούσε βία από νυν ή πρώην σύντροφο ή σύζυγο. Το παράδειγμα του Βελγίου μετά την υπόθεση Dutroux Την εμπειρία του Βελγίου παρουσίασε η δημοσιογράφος Caroline Van den Berghe, αναφερόμενη στην υπόθεση Marc Dutroux τη δεκαετία του 1990 και στις σοβαρές αδυναμίες που, όπως είπε, αποκαλύφθηκαν στον τρόπο με τον οποίο οι διαφορετικές αστυνομικές και δικαστικές υπηρεσίες χειρίστηκαν πληροφορίες για εξαφανίσεις παιδιών. Η υπόθεση προκάλεσε τεράστια κοινωνική αντίδραση στο Βέλγιο και οδήγησε στη «Λευκή Πορεία» των Βρυξελλών, στην οποία, σύμφωνα με την ίδια, συμμετείχαν περίπου 330.000 άνθρωποι. Ακολούθησε κοινοβουλευτική έρευνα, με δημόσιες ακροάσεις για τον τρόπο με τον οποίο είχαν ενεργήσει οι αρμόδιες υπηρεσίες. Η κ. Van den Berghe ανέφερε ότι στη συνέχεια δημιουργήθηκε εξειδικευμένη Μονάδα Ελλειπόντων Προσώπων στην Αστυνομία και το Child Focus, ενισχύθηκε η ανταλλαγή πληροφοριών μεταξύ των αστυνομικών υπηρεσιών και διευρύνθηκαν τα δικαιώματα των θυμάτων ως προς την ενημέρωσή τους για τις έρευνες. Σημείωσε, ωστόσο, ότι παρά τις θεσμικές αλλαγές, το ζήτημα της ατομικής λογοδοσίας παρέμεινε αντικείμενο συζήτησης, καθώς, όπως ανέφερε, από τους αστυνομικούς που κατέθεσαν ενώπιον της κοινοβουλευτικής επιτροπής μόνο ένας υπέστη κύρωση. Αστυνομία: Νέο πρωτόκολλο μετά την υπόθεση Μεταξά Στις αλλαγές που έγιναν στην Κύπρο αναφέρθηκε η Ελένη Νικολάου, επικεφαλής της Υποδιεύθυνσης Διαχείρισης Υποθέσεων Ευάλωτων Προσώπων της Αστυνομίας. Η κ. Νικολάου αναγνώρισε ότι μέσα από τη διερεύνηση και την εξέλιξη της υπόθεσης Μεταξά εντοπίστηκαν κενά και ελλείψεις στις διαδικασίες για τα ελλείποντα πρόσωπα, καθώς και σημεία στα οποία απαιτούνταν αλλαγές για αποτελεσματικότερη διερεύνηση. Ως αποτέλεσμα, το 2019 εκδόθηκε αστυνομική διάταξη που περιλαμβάνει συγκεκριμένο πρωτόκολλο ενεργειών και καθορίζει τους ρόλους και τις ενέργειες των μελών της Αστυνομίας, καθώς και τη συνεργασία με άλλες υπηρεσίες. Τόνισε ότι οι αστυνομικοί δεν πρέπει να περιορίζονται στη μηχανική εφαρμογή του πρωτοκόλλου, αλλά να χρησιμοποιούν την κρίση τους, να αξιολογούν τους κινδύνους και τις ιδιαίτερες περιστάσεις κάθε υπόθεσης και, όπου απαιτείται, να προχωρούν σε πρόσθετες ενέργειες. Παράλληλα, επικαιροποιήθηκε η σχετική εκπαίδευση στην Αστυνομική Ακαδημία, ενώ δημιουργήθηκε αρχικά Γραφείο και στη συνέχεια Κλάδος χειρισμού υποθέσεων ελλειπόντων προσώπων, με εποπτικό και συντονιστικό ρόλο. Διαφωνίες για τη λογοδοσία Ερωτηθείσα ειδικότερα για τη λογοδοσία, η κ. Νικολάου ανέφερε ότι ο έλεγχος πραγματοποιείται τόσο εσωτερικά όσο και από ανεξάρτητους εξωτερικούς φορείς. Σε περιπτώσεις υπόνοιας ή καταγγελίας για παραβατική ή αμελή συμπεριφορά μελών της Αστυνομίας, αναφέρθηκε στη Διεύθυνση Επαγγελματικών Προτύπων και Επιθεώρησης, στην Υπηρεσία Εσωτερικού Ελέγχου και στη δυνατότητα ποινικών και πειθαρχικών ερευνών. Στους εξωτερικούς μηχανισμούς συμπεριέλαβε, μεταξύ άλλων, την Ανεξάρτητη Αρχή Διερεύνησης Ισχυρισμών και Παραπόνων κατά της Αστυνομίας, τον Γενικό Εισαγγελέα, την Επίτροπο Διοικήσεως, την Επίτροπο Προστασίας των Δικαιωμάτων του Παιδιού και τον κοινοβουλευτικό έλεγχο. Διαφορετική ήταν η άποψη του βουλευτή και δικηγόρου Μιχάλη Παρασκευά, ο οποίος άσκησε έντονη κριτική ως προς το κατά πόσο οι υφιστάμενοι μηχανισμοί έχουν οδηγήσει σε ουσιαστική απόδοση ευθυνών. Ο κ. Παρασκευάς υποστήριξε ότι στην υπόθεση Μεταξά «δεν υπήρξε καμία λογοδοσία» και «δεν τιμωρήθηκε κανένας», ενώ έθεσε το ζήτημα της εφαρμογής του υφιστάμενου θεσμικού και νομοθετικού πλαισίου. Κατά την άποψή του, το πρόβλημα δεν εντοπίζεται πρωτίστως στην απουσία νομοθεσίας, αλλά στην ανάγκη πραγματικής βούλησης για εφαρμογή των κανόνων και απόδοση ευθυνών. Αναφερόμενος στον ρόλο της Βουλής, σημείωσε ότι υπάρχουν εργαλεία ουσιαστικότερου κοινοβουλευτικού ελέγχου και παρέπεμψε στο παράδειγμα της κοινοβουλευτικής διερεύνησης που πραγματοποιήθηκε στο Βέλγιο μετά την υπόθεση Dutroux. Έθεσε επίσης ως πρακτικό μέτρο την ευρύτερη αξιοποίηση φορητών καμερών από αστυνομικούς και τη βιντεοσκόπηση της διαδικασίας λήψης καταγγελιών και καταθέσεων. Κατά τον ίδιο, ένα τέτοιο σύστημα θα μπορούσε να ενισχύσει τόσο τον έλεγχο της τήρησης των διαδικασιών όσο και την προστασία των ίδιων των αστυνομικών όταν διατυπώνονται καταγγελίες εναντίον τους. Μετά τις αναφορές του κ. Παρασκευά, η κ.
