Με κοινή δέσμευση για επιτάχυνση της διαδικασίας ένταξης των Δυτικών Βαλκανίων, ο Πρόεδρος του Ευρωπαϊκού Συμβουλίου Αντόνιο Κόστα και η Πρόεδρος της Ευρωπαϊκής Επιτροπής Ούρσουλα φον ντερ Λάιεν επικρότησαν την Παρασκευή στο Τίβατ τη νέα δυναμική για την πολιτική διεύρυνσης. Τη Σύνοδος Κορυφής ΕΕ-Δυτικών Βαλκανίων, φιλοξένησε το Μαυροβούνιο στο Τίβατ, 20 χρόνια από την ανεξαρτησία του. Με στόχο να γίνει το 28ο κράτος μέλος της ΕΕ μέχρι το 2028, το Μαυροβούνιο φιλοξένησε τους ηγέτες της περιοχής των Δ. Βαλκανίων, τους ηγέτες των κρατών μελών της ΕΕ και τους επικεφαλής των ευρωπαϊκών θεσμών, σε μια Σύνοδο που χαρακτηρίστηκε θετική και ελπιδοφόρα. Οι Κόστα και φον ντερ Λάιεν εμφανίστηκαν θετικοί στις προτάσεις του non-paper που παρουσίασαν Γαλλία και Γερμανία, το οποίο ζητά απλοποίηση της μεθοδολογίας ένταξης και ένα σύστημα σταδιακής ενοποίησης που θα ανταμείβει τις μεταρρυθμίσεις με απτά οφέλη πριν από την πλήρη προσχώρηση. Σε ερώτηση δημοσιογράφου για το γερμανογαλλικό non-paper της 4ης Ιουνίου που προτείνει σταδιακή ενοποίηση και απλοποίηση της μεθοδολογίας ένταξης, ο Κόστα χαρακτήρισε τις πρωτοβουλίες αυτές «περισσότερο από ευπρόσδεκτες», τονίζοντας ότι η ΕΕ εξετάζει νέες ιδέες για να επιταχύνει και να απλοποιήσει τη διαδικασία, με γνώμονα την ενίσχυση της αξιοπιστίας των εταίρων. Ο Πρόεδρος του Μαυροβουνίου Γιάκοβ Μιλάτοβιτς διευκρίνισε ωστόσο ότι η χώρα του αποτελεί «μοναδική περίπτωση», καθώς είναι η μόνη υποψήφια χώρα που έχει ήδη εκκινήσει την κατάρτιση συνθήκης προσχώρησης. Για το Μαυροβούνιο ειδικότερα, η φον ντερ Λάιεν επανέλαβε ότι «η ένταξη ως 28ο κράτος μέλος έως το 2028 είναι εφικτή», εξαίροντας την ταχύτητα παράδοσης μεταρρυθμίσεων και το γεγονός ότι κυβέρνηση, καθώς όλοι οι θεσμοί είναι προσηλωμένοι στον στόχο. Ο Μιλάτοβιτς, ανταποκρινόμενος σε ερώτηση για τον ρυθμό κλεισίματος κεφαλαίων, με στόχο τέσσερα έως το καλοκαίρι αντί των αρχικά προβλεπόμενων δέκα, δήλωσε με αυτοπεποίθηση ότι ο στόχος του 2028 «είναι απολύτως εφικτός», τονίζοντας ότι το Μαυροβούνιο επέδειξε ωριμότητα και πολιτική ενότητα. Ο Κόστα διευκρίνισε ότι ο στόχος είναι να κλείσουν όλες οι Ομάδες Κεφαλαίων και τα κεφάλαια έως τα τέλη του έτους ή τις αρχές του επόμενου, ώστε να προχωρήσει η κατάρτιση της συνθήκης προσχώρησης. Επί του non-paper, ο Κόστα τόνισε ότι υπάρχει κοινή βούληση να εξεταστούν προτάσεις για την απλοποίηση των γραφειοκρατικών διαδικασιών, συμπεριλαμβανομένης ενδεχόμενης δημιουργίας ενός «omnibus διεύρυνσης». Διευκρίνισε ωστόσο ότι «η αξιοκρατική διαδικασία παραμένει το θεμέλιο» και ότι για «frontrunners» όπως το Μαυροβούνιο το έγγραφο έχει ίσως μικρότερη πρακτική σημασία από ό,τι για άλλες χώρες. Ο Μιλάτοβιτς συμπλήρωσε ότι το non-paper αποτελεί «εποικοδομητικό και δημιουργικό τρόπο» προσέγγισης όλων των υποψήφιων χωρών, χωρίς να αντικαθιστά την ενταξιακή πορεία του Μαυροβουνίου, το οποίο ήδη λειτουργεί ως μοναδική περίπτωση εντός της διαδικασίας. Non-paper και τι προτείνει Οι «δομικές συνιστώσες» (building blocks) που προτείνονται στο non-paper ανταποκρίνονται άμεσα στη ρητορική και των τριών ομιλητών στο Τίβατ: από κοινές συνεδριάσεις Επιτροπής-ΕΚ με εκπροσώπους υποψήφιων χωρών και σταδιακή πρόσβαση στην Εσωτερική Αγορά (SEPA, Roam Like at Home, Transport Community), έως τη συμμετοχή ως παρατηρητές σε άτυπες συνεδριάσεις του Ευρωπαϊκού Συμβουλίου και ενισχυμένη αμυντική συνεργασία (PESCO, Frontex, κυβερνοασφάλεια). Κατακτώμενα «βαθμίδα-βαθμίδα», τα οφέλη αυτά αντιστρέφονται σε περίπτωση οπισθοδρόμησης. Το τελικό στάδιο που προβλέπει το non-paper, είναι η πλήρης συμμετοχή στην Εσωτερική Αγορά βάσει μοντέλου του Ευρωπαϊκού Οικονομικού Χώρου μετά το προσωρινό κλείσιμο Ομάδας Κεφαλαίων 1-5, καθεστώς που σήμερα θα έδινε ουσιαστικά στο Μαυροβούνιο ένα ενδιάμεσο καθεστώς συγκρίσιμο με το νορβηγικό πριν ακόμη ολοκληρωθεί τυπικά η προσχώρησή του. Ως προς αυτό, η φον ντερ Λάιεν σημείωσε ότι στόχος είναι να «ανταμείβονται οι μεταρρυθμίσεις με πραγματική ενοποίηση», με «πρόσβαση σε προγράμματα, στενότερους δεσμούς με την Εσωτερική Αγορά και χρηματοδότηση που επιβραβεύει τις μεταρρυθμίσεις». Παράλληλα, το non-paper επανεξετάζει ρητά τη Συμφωνία Ανάπτυξης (Growth Plan), η οποία αποτελεί ήδη όχημα σταδιακής ενοποίησης. Η φον ντερ Λάιεν ανέφερε ότι έχουν εκταμιευθεί 675 εκατομμύρια ευρώ επενδύσεων, με επόμενη δόση των 540 εκατομμυρίων και εξήρε την επέκταση του ενιαίου συστήματος πληρωμών SEPA σε τέσσερις χώρες, καθώς και την επερχόμενη εφαρμογή του «Roam Like at Home» στην περιοχή. Ο Υπουργός Υγείας Νεόφυτος Χαραλαμπίδης και ο Επίτροπος Υγείας Όλιβερ Βάρχελι τόνισαν ότι τα μέτρα που έχουν ληφθεί σε ευρωπαϊκό επίπεδο για την αντιμετώπιση της επιδημίας Έμπολα στην Κεντρική Αφρική κρίνονται επαρκή στο παρόν στάδιο. Προέβησαν σε δηλώσεις μετά το πέρας του έκτακτου Συμβουλίου Υπουργών Υγείας της ΕΕ που πραγματοποιήθηκε την Παρασκευή το απόγευμα, υπό την Κυπριακή Προεδρία. Ο Υπουργός υπογράμμισε ότι η καθοδήγηση του ECDC κινείται στην ίδια κατεύθυνση με αυτή του ΠΟΥ, ο οποίος συνιστά την αποφυγή ταξιδιωτικών περιορισμών. Απαντώντας σε ερώτηση για τις πιέσεις των ΗΠΑ για επιπλέον μέτρα, ανέφερε ότι σεβόμαστε πλήρως τις ΗΠΑ, αλλά και τον δικό τους μηχανισμό λήψης αποφάσεων. «Θα ήθελα να υπογραμμίσω αυτό που ανέφερε η Επιτροπή και αυτό που δήλωσαν σήμερα τα κράτη μέλη ότι δηλαδή προς το παρόν, ο ΠΟΥ συνιστά την αποφυγή ταξιδιωτικών περιορισμών και η καθοδήγηση του ECDC κινείται στην ίδια κατεύθυνση», είπε ο Υπουργός. Πρόσθεσε ότι οι διεθνείς υγειονομικοί κανονισμοί είναι δεσμευτικοί για τα κράτη μέλη ως μέρη του ΠΟΥ, στον οποίο οι ΗΠΑ δεν είναι μέλος. Τόνισε ότι πρέπει να παραμείνουμε σε εγρήγορση και να παρακολουθούμε στενά την εξέλιξη της επιδημίας σε συνεργασία με τον ΠΟΥ και άλλους διεθνείς εταίρους. Από την πλευρά του, ο Επίτροπος Βάρχελι τόνισε ότι η ΕΕ βρίσκεται σε καθημερινή επαφή με το αμερικανικό CDC και συντονίζει τις προσπάθειές της στο πλαίσιο της G7. «Νομίζω ότι μοιραζόμαστε τον ίδιο στόχο. Φυσικά, κανείς δεν θα ήθελε να δει εξάπλωση του Έμπολα», δήλωσε, προσθέτοντας: «Έχουμε διαβεβαίωση από την αξιολόγηση του ECDC και του ΠΟΥ ότι τα τρέχοντα μέτρα που λαμβάνουμε είναι επαρκή για να περιορίσουμε τοπικά αυτή την εξάπλωση». Για το ενδεχόμενο μονομερών αμερικανικών μέτρων, ο Επίτροπος ήταν κατηγορηματικός: «Οποιοδήποτε μονομερές μέτρο δεν θα ήταν δικαιολογημένο στο παρόν στάδιο, και η καθημερινή μας συνεργασία υπάρχει ακριβώς για να το διασφαλίσουμε αυτό». Σε ερώτηση για τις απευθείας πτήσεις προς την ΕΕ από τις πληγείσες περιοχές, ο Βάρχελι ξεκαθάρισε ότι η εγρήγορση παραμένει το βασικό εργαλείο. «Όλοι οι επιβάτες που αναχωρούν από εκείνη την περιοχή προς την Ευρωπαϊκή Ένωση ελέγχονται κατά την έξοδο. Εάν εμφανίζουν συμπτώματα ή βρεθούν θετικοί, δεν μπορούν να ταξιδέψουν προς την ΕΕ. Θεωρούμε ότι αυτά τα μέτρα, στο παρόν στάδιο, είναι επαρκή για την πρόληψη οποιασδήποτε πιθανής εξάπλωσης του ιού στην Ευρώπη», ανέφερε. Ο Επίτροπος τόνισε ότι «οποιοδήποτε μονομερές μέτρο δεν θα ήταν δικαιολογημένο στο παρόν στάδιο», προσθέτοντας ότι ο έλεγχος κατά την έξοδο από τις πληγείσες περιοχές παραμένει το βασικό εργαλείο πρόληψης. Επιβεβαίωσε επίσης ότι η ΕΕ έχει ήδη κινητοποιήσει 15 εκατομμύρια ευρώ για άμεση στήριξη επί τόπου, ενώ μέσω της πρωτοβουλίας Team Europe αξιοποιούνται επενδύσεις έως 2 δισεκατομμυρίων ευρώ για ενίσχυση των υγειονομικών υποδομών στην Αφρική.
