Προς τη σωστή κατεύθυνση κινούνται οι αποφάσεις που ανακοινώθηκαν για τη συνταξιοδοτική μεταρρύθμιση εκ πρώτης όψεως, δήλωσε στο ΚΥΠΕ ο Πρόεδρος του Δημοσιονομικού Συμβουλίου Κύπρου (ΔΣΚ), Ανδρέας Χαραλάμπους, σημειώνοντας, ωστόσο, ότι παραμένει ακόμη ανοιχτό το θέμα του κόστους και του τρόπου χρηματοδότησης της μεταρρύθμισης. Ο κ. Χαραλάμπους ανέφερε ότι το Συμβούλιο είχε πάρει κάποια προσχέδια της μεταρρύθμισης στο παρελθόν και μόλις τώρα πήρε και το προσχέδιο που υποβλήθηκε στους κοινωνικούς εταίρους. «Ακόμα δεν είμαστε σε θέση να μπούμε σε λεπτομέρεια», είπε, σημειώνοντας, ωστόσο, ότι επί της αρχής κάποια σημεία κινούνται προς τη σωστή κατεύθυνση. Σημείωσε ότι στις αρχές Σεπτεμβρίου το Συμβούλιο θα δημοσιεύσει την ενδιάμεση του έκθεση, στην οποία θα δίνεται και ιδιαίτερη έμφαση στο ζήτημα της συνταξιοδοτικής μεταρρύθμισης. «Μένει ανοιχτό το θέμα του κόστους και του τρόπου χρηματοδότησης, που, στον βαθμό που έχουμε όλη την πληροφόρηση, δεν έχει καθοριστεί ακόμη εντελώς. Είναι σημαντικά στοιχεία και το κόστος και η χρηματοδότηση», επισήμανε. Όσον αφορά τα στοιχεία που βλέπει να κινούνται προς τη σωστή κατεύθυνση, ο Πρόεδρος του ΔΣΚ ανέφερε ότι το Συμβούλιο συμφωνεί με το ότι παραμένει η σύνταξη στα 65. «Δεν είναι εφικτό, όπως είναι οι συνθήκες σήμερα και με βάση τα δημογραφικά δεδομένα παγκοσμίως και της Κύπρου, να μειώσουμε το όριο συνταξιοδότησης. Θα επηρεάσουμε, χωρίς καμία αμφιβολία, την επάρκεια των συντάξεων», ανέφερε, ενώ πρόσθεσε ότι και τα κίνητρα που δίνονται για εθελοντική επέκταση της ηλικίας συνταξιοδότησης είναι επίσης ορθά, επί της αρχής. «Σωστό είναι και το γεγονός ότι ενισχύονται οι χαμηλοσυνταξιούχοι και η βασική σύνταξη και γίνεται μια αναπροσαρμογή του αναλογικού κομματιού. Γίνεται μια μικρή ανακατανομή προς όφελος των χαμηλοσυνταξιούχων, που είναι προς τη σωστή κατεύθυνση», επισήμανε. Επανέλαβε, ωστόσο, ότι αυτό που έχει σημασία είναι να υπάρχει αναλογιστική μελέτη, «ώστε να ξέρουμε ακριβώς πώς επηρεάζει τη βιωσιμότητα μακροχρόνια του Ταμείου Κοινωνικών Ασφαλίσεων και πώς χρηματοδοτείται. Γίνονται κάποιες αναφορές στα συνοδευτικά κείμενα, μένει να το δούμε στη λεπτομέρεια για πιο τεκμηριωμένη άποψη», ανέφερε. Κληθείς να σχολιάσει τις αναφορές του αναλογιστή για ετήσια επιβάρυνση των δημοσίων οικονομικών κατά €50 εκ. τα πρώτα πέντε χρόνια, ανέφερε ότι σημασία έχει το πώς θα γίνει η χρηματοδότηση. «Είναι κάτι που θα μελετηθεί σε λεπτομέρεια», ανέφερε, σημειώνοντας ότι αν είναι αυτή η επιβάρυνση, και νοουμένου ότι διασφαλίζεται μακροχρόνια επάρκεια και βιωσιμότητα, αυτό «θα μπορούσε να εξεταστεί, υπό την επιφύλαξη να δούμε σε λεπτομέρεια τις πρόνοιες». Ο κ. Χαραλάμπους τόνισε ότι το ΔΣΚ συμφωνεί ότι πρέπει να υπάρξει η ανάπτυξη του δεύτερου πυλώνα και των Ταμείων Προνοίας. «Τα δημογραφικά δεδομένα, και στην Κύπρο και στην Ευρώπη είναι τέτοια που δεν μπορούν τα Ταμεία Κοινωνικών Ασφαλίσεων από μόνα τους να διασφαλίσουν επάρκεια συντάξεων. Γι’ αυτό είναι πολύ σημαντικό να δρομολογηθεί ένα μεγάλο εγχείρημα σταδιακά, που να αρχίσει να εφαρμόζεται το συντομότερο δυνατόν, για να υπάρχει μια συμπληρωματική στήριξη των συνταξιούχων, κυρίως για να διασφαλίσουμε μακροχρόνια βιωσιμότητα», είπε. Το ίδιο, πρόσθεσε, ισχύει και για τον τρίτο πυλώνα, όπου δίνονται κίνητρα στους ιδιώτες να κάνουν δικές τους διευθετήσεις. «Και οι τρεις πυλώνες, με βάση τα δημογραφικά δεδομένα, είναι αναγκαίο να αναπτυχθούν για να υπάρχει μακροχρόνια επάρκεια των συντάξεων», ανέφερε. Όσον αφορά την απόφαση για τερματισμό του δανεισμού του κράτους από το ΤΚΑ, ο κ. Χαραλάμπους είπε αρχικά είπε ότι η απόφαση είναι σωστή, γιατί δεν είναι σωστό όλο το απόθεμα του Ταμείου να επενδύεται σε κυβερνητικό δανεισμό και μάλιστα με τον τρόπο που γίνεται. «Αυτό, ωστόσο, δεν μπορεί να γίνει από τη μια μέρα στην άλλη, πρέπει να γίνει σταδιακά», ανέφερε, προσθέτοντας ότι είναι επίσης εξαιρετικά σημαντικό να δημιουργηθούν προϋποθέσεις σωστής διαχείρισης του αποθεματικού. Σε κάθε περίπτωση, σημείωσε, πρέπει να υπάρχει μια επαγγελματική και συνετή διαχείριση, δηλαδή να γίνονται τοποθετήσεις χαμηλού κινδύνου, οι οποίες εκ των πραγμάτων αποδίδουν και χαμηλότερα. «Δεν πρέπει να μπούμε σε περιπέτειες που θα θέτουν σε κίνδυνο το αποθεματικό του ΤΚΑ», αλλά «πρέπει να δημιουργήσουμε ρεαλιστικές προσδοκίες στο τι μπορεί να είναι η απόδοση ενός τέτοιου Ταμείου, δεδομένου ότι πρέπει να είναι χαμηλού κινδύνου», είπε. Ερωτηθείς αν η απόφαση μη δανεισμού από το ΤΚΑ ενέχει κινδύνους για τα δημόσια οικονομικά, σε περίπτωση μελλοντικών κρίσεων, είπε ότι γι’ αυτό το λόγο ο τερματισμός του δανεισμού και η επιστροφή του ποσού που έχει ήδη δανειστεί το κράτος πρέπει να γίνει σταδιακά. Για παράδειγμα, είπε, ως πρώτο μέρος, θα μπορούσε να μην υπάρχει πρόσθετος δανεισμός. Πρακτικά αυτό θα σήμαινε ότι το κράτος αντί να έχει τα πλεονάσματα 2-3% που προβλέπονται τα επόμενα χρόνια, θα έχει ισοσκελισμένους λογαριασμούς. Economic sentiment in Cyprus improved for the fourth consecutive month in July, on improved business confidence in the services and retail trade sectors, according to the benchmark index compiled by the Economics Research Centre of the University of Cyprus. Real GDP growth in Cyprus is expected to slow from 3.8% in 2025 to 2.7% this year and to strengthen to 3.1% next year, according to the latest quarterly outlook by the University of Cyprus.
