Σχεδόν μία στις τέσσερις εγγραφές στα Κρατικά Ινστιτούτα Επιμόρφωσης έχει χαθεί μέσα σε διάστημα έξι ετών. Σε μια περίοδο κατά την οποία η παραπαιδεία εξακολουθεί να κατέχει ισχυρή θέση στην κυπριακή Εκπαίδευση, η σαφώς οικονομικότερη κρατική εναλλακτική για μαθητές και οικογένειες δυσκολεύεται να ανακτήσει τη δυναμική που είχε στο παρελθόν. Τα ιδιωτικά φροντιστήρια παραμένουν αναπόσπαστο μέρος της εκπαιδευτικής καθημερινότητας στην Κύπρο, αποτελώντας παράλληλα σημαντική δαπάνη για χιλιάδες οικογένειες. Απέναντι σε αυτή την πραγματικότητα, τα Κρατικά Ινστιτούτα Επιμόρφωσης (ΚΙΕ) λειτουργούν ως ένα οικονομικότερο αντίβαρο στην παραπαιδεία και στο υψηλό κόστος της ιδιωτικής φροντιστηριακής εκπαίδευσης. Προσφέρουν, με πολύ χαμηλότερα δίδακτρα, μαθήματα ξένων γλωσσών, ενισχυτική διδασκαλία και προετοιμασία για τις Παγκύπριες Εξετάσεις. Παρ' όλα αυτά, καταγράφουν σημαντική υποχώρηση, καθώς σήμερα οι εγγραφές είναι σχεδόν κατά 25% λιγότερες σε σύγκριση με πριν από έξι χρόνια. Η εικόνα αυτή αποτυπώνεται ξεκάθαρα και στους αριθμούς Σύμφωνα με την εφημερίδα «Πολίτης», το σχολικό έτος 2019-2020 στα ΚΙΕ είχαν εγγραφεί 12.600 άτομα. Το 2025-2026 ο αντίστοιχος αριθμός περιορίστηκε στους 9.482. Μέσα σε έξι χρόνια χάθηκαν, δηλαδή, 3.188 εγγραφές, με τη μείωση να φθάνει συνολικά το 24,7%. Η υποχώρηση, ωστόσο, δεν ήταν συνεχής, καθώς στη διάρκεια της εξαετίας καταγράφηκαν έντονες διακυμάνσεις. Από τις 12.600 εγγραφές το 2019-2020, ο αριθμός μειώθηκε περίπου στις 8.000 το 2020-2021, εν μέσω της πανδημίας του COVID, και ακολούθως στις 7.749 το 2021-2022. Το χαμηλότερο σημείο καταγράφηκε το 2022-2023, με μόλις 6.921 εγγραφές. Στη συνέχεια ακολούθησε σημαντική ανάκαμψη, με τις εγγραφές να φθάνουν τις 9.420 το 2023-2024, για να καταγράψουν νέα πτωτική πορεία την επόμενη σχολική χρονιά, υποχωρώντας στις 8.726. Το 2025-2026 οι εγγραφές ανέβηκαν ξανά στις 9.482, χωρίς ωστόσο να επιστρέψουν στα επίπεδα του 2019-2020. Τα σημάδια της πτωτικής πορείας δεν είναι πρωτόγνωρα. Ήδη από το 2021, τα προβλήματα λειτουργίας των ΚΙΕ είχαν φτάσει ενώπιον της Βουλής, με τη συζήτηση να περιστρέφεται γύρω από τη μείωση των εγγραφών και των τμημάτων που λειτουργούσαν. Ανάχωμα στην πτώση των εγγραφών οι μη Κύπριοι Μέσα στη γενικότερη αυτή πτωτική εικόνα, διαφορετική πορεία ακολουθούν οι εγγραφές ενηλίκων μη Κυπρίων που επιλέγουν τα ΚΙΕ για να μάθουν ελληνικά. Σύμφωνα με τα στοιχεία του Υπουργείου Παιδείας, το 2019-2020 ανέρχονταν σε 1.399, αντιπροσωπεύοντας περίπου το 11% του συνόλου των εγγραφών. Σήμερα, για τη νέα σχολική χρονιά, υπολογίζονται ήδη περίπου στις 2.700. Η εξέλιξη αυτή καταδεικνύει τον σημαντικό ρόλο των ΚΙΕ στην εκμάθηση της ελληνικής γλώσσας και στην κοινωνική ένταξη των ανθρώπων στην Κύπρο. Παράλληλα, τα στοιχεία δείχνουν ότι η συγκεκριμένη κατηγορία συγκρατεί σε σημαντικό βαθμό τον συνολικό αριθμό των εγγραφών. Αν εξαιρεθεί, οι υπόλοιπες εγγραφές ήταν 11.201 το 2019-2020 και 7.114 το 2025-2026. Πρόκειται για μείωση της τάξης του 36,5%. Η μείωση αυτή καταγράφεται παρά το σχετικά χαμηλό κόστος φοίτησης. Τα ετήσια δίδακτρα ανέρχονται από 225 έως 385 ευρώ, ενώ κατά την περίοδο των Παγκύπριων Εξετάσεων το κόστος ανέρχεται στα 410 ευρώ. Την ίδια ώρα, τα ΚΙΕ διαθέτουν πολλές επιλογές μαθημάτων, από ξένες γλώσσες μέχρι ενισχυτικά μαθήματα γυμνασίου, λυκείου και τεχνικών σχολών. Δεν είναι μόνο φροντιστήριο Πέρα, όμως, από την παροχή μαθημάτων σε μαθητές, ο ρόλος των ΚΙΕ δεν περιορίζεται μόνο στη συμπληρωματική εκπαίδευση. Ο θεσμός λειτουργεί από το 1959-1960 και απευθύνεται σε παιδιά και ενήλικες, τόσο σε αστικά κέντρα όσο και σε αγροτικές περιοχές. Στη δημιουργία της πλατφόρμας «Red Flag», αλλά και στα κενά που εξακολουθούν να υπάρχουν στην προστασία των θυμάτων έμφυλης βίας, αναφέρθηκε η βουλευτής της Άμεσης Δημοκρατίας Κύπρου, Νταϊάνα Κωνσταντινίδη, μιλώντας στην εκπομπή «Πρωτοσέλιδο» του ΣΙΓΜΑ. Η ίδια τόνισε, ωστόσο, την ανάγκη να διασφαλιστεί η προστασία των προσωπικών δεδομένων, καθώς ενδεχόμενη διαρροή θα μπορούσε να θέσει γυναίκες και παιδιά σε μεγαλύτερο κίνδυνο. DBRS Ratings GmbH (Morningstar DBRS) has changed the trend on both the Republic of Cyprus’ long-term and short-term foreign and local currency issuer ratings to ‘positive’ from ‘stable’ on the view that Cyprus will maintain its strong fiscal position and continue reducing its public debt burden.
