Η Βόρεια Κορέα και η Ρωσία εγκαινίασαν σήμερα την πρώτη οδική γέφυρα που συνδέει τις δύο χώρες, μετέδωσε το ρωσικό κρατικό πρακτορείο ειδήσεων TASS, μια δομή πάνω από τον ποταμό Τουμέν η οποία αμφότερες οι πλευρές θεωρούν πως αποτελεί σημαντικό ορόσημο στη στρατηγική σύμπραξή τους. Η γέφυρα βρίσκεται κοντά στη "Γέφυρα Φιλίας", μια σιδηροδρομική γέφυρα η οποία παραγγέλθηκε το 1959 μετά το τέλος του πολέμου της Κορέας. Να μην τεθούν σε κίνδυνο οι δημοσιονομικές ισορροπίες και η βιωσιμότητα της οικονομίας τόνισε κατά τη συζήτηση του εργατικού συμβουλευτικού σώματος ο Υπουργός Οικονομικών Μάκης Κεραυνός ο οποίος συμμετείχε στη σημερινή συνεδρία με στόχο να συζητηθούν οικονομικά στοιχεία της μεταρρύθμισης. Σημείο τριβής κατά τη σημερινή συνεδρία μεταξύ εργοδοτικών οργανώσεων και συντεχνιών ήταν το σενάριο αύξησης του ορίου συνταξιοδότησης. Σημειώνεται ότι οι εταίροι ζήτησαν συγκεκριμένα οικονομικά στοιχεία από τον Υπουργό Οικονομικών τα οποία, όπως αναφέρθηκε, θα καταθέσει τις επόμενες μέρες με σκοπό να συζητηθούν στις επόμενες συνεδρίες. Πάντως από την πλευρά του ο Υπουργός Εργασίας Μαρίνος Μουσιούττας επανέλαβε ότι στόχος είναι η εφαρμογή της μεταρρύθμισης την 1η Ιανουαρίου 2027. Σε δηλώσεις μετά το τέλος της συνεδρίας του εργατικού συμβουλευτικού σώματος ο κ. Κεραυνός ανέφερε ότι η συζήτηση επικεντρώθηκε στις οικονομικές πτυχές της συνταξιοδοτικής μεταρρύθμισης. Επανέλαβε ότι πρόκειται για μία πολύ σημαντική μεταρρύθμιση που προωθεί η κυβέρνηση. Τόνισε ότι κύριος στόχος σε αυτή τη φάση είναι «να προχωρήσουμε με τον πυλώνα ένα και η προσπάθεια και η πρωτοβουλία της κυβέρνησης είναι η επικέντρωση στην αύξηση των συντάξεων των χαμηλοσυνταξιούχων». Πρόσθεσε ότι από εκεί και πέρα «δεν πρέπει με κανέναν τρόπο να μας διαφεύγει και η γενικότερη εικόνα, η όποια συνταξιοδοτική μεταρρύθμιση για να έχει και περιεχόμενο πρέπει να συνάδει και με την συνέχιση της διασφάλισης της βιωσιμότητας της οικονομίας μας, της δημοσιονομικής ισορροπίας, όχι μόνο σήμερα, αλλά και μελλοντικά, προσθέτοντας ότι γι αυτή την πτυχή έχει ενημερώσει τους κοινωνικούς εταίρους για κάποια θέματα και έχει ακούσει τις δικές τους απόψεις. Ανέφερε επίσης ότι είναι σημαντικό σε αυτήν τη μεταρρύθμιση θα πρέπει να υπάρχουν και ασφαλιστικές δικλείδες σε περίπτωση κρίσης. Δεν πρέπει με κανέναν τρόπο να προχωρήσουμε σε μία μεταρρύθμιση που να αφορά το άμεσο μέλλον, αλλά πρέπει να βλέπουμε σε βάθος χρόνου και η διασφάλιση της βιωσιμότητας του ταμείου Κοινωνικών Ασφαλίσεων «πρέπει να είναι η πρώτη προτεραιότητα», σημείωσε, προσθέτοντας ότι μέσα σε αυτό το πρίσμα ανταλλάξαμε απόψεις συζητήσαμε, δώσαμε κάποια οικονομικά στοιχεία και έχουν δημιουργηθεί κάποιες ερωτήσεις για κάποια θέματα για τα οποία κρίνεται ότι χρειάζεται πρόσθετη πληροφόρηση και αυτό θα κάνουμε τις επόμενες μέρες, ούτως ώστε να προχωρήσει μέσα από το χρονοδιάγραμμα που έχει τεθεί αυτή η πρωτοβουλία. Ο Υπουργός Οικονομικών είπε επίσης ότι «αυτή η μεταρρύθμιση θα την πάμε μαζί με το Υπουργείο Εργασίας μαζί χέρι-χέρι και με τους κοινωνικούς εταίρους, ούτως ώστε να έχουμε το καλύτερο αποτέλεσμα, κυρίως για τους σημερινούς συνταξιούχους, τους χαμηλοσυνταξιούχους αλλά και τους μελλοντικούς συνταξιούχους». Πρόσθεσε ότι «πάντοτε σε τέτοια ταμεία κοινωνικών ασφαλίσεων σε τέτοια ταμεία δεν πρέπει να αφήνουμε πίσω τη λέξη κλειδί "αλληλεγγύη"» εξηγώντας ότι «σήμερα κάποιοι εργαζόμενοι βάζουν εισφορές, για να πληρώνονται οι συνταξιούχοι για να υπάρχουν συντάξεις». Σε ερώτηση σε σχέση με τις ασφαλιστικές δικλείδες ο κ. Κεραυνός αρκέστηκε στο να αναφέρει ότι δεν μπορεί να πει πολύ συγκεκριμένα πράγματα αυτή την στιγμή, «παρά το γεγονός ότι έχω ενδεικτικά αναφερθεί στους κοινωνικούς εταίρους, είμαστε σε μια τελική φάση όπου θα έχουμε τη συνεργασία με εμπειρογνώμονα για να επεξεργαστούμε ακριβώς με κάθε λεπτομέρεια αυτό το θέμα». Σε σχέση με προτάσεις που προέρχονται από κοινωνικούς εταίρους, ανέφερε ότι «αντιλαμβάνεστε ότι αυτό διαφοροποιεί το συνολικό κόστος, αλλά αυτά τα θέματα είναι ακόμα στο τραπέζι των συζητήσεων». Σε ερώτηση για το αν σήμερα έχει πει στους κοινωνικούς εταίρους ότι αν υιοθετηθούν οι προτάσεις τους δεν βγαίνουν οι αριθμοί, ο Υπουργός απάντησε ότι «αυτό το οποίο έχω πει είναι ότι το Υπουργείο Εργασίας και Κοινωνικών Ασφαλίσεων μαζί με τους εμπειρογνώμονες αναλογιστές του ILO έχουν καταθέσει μία πρόταση για τη συνταξιοδοτική μεταρρύθμιση, την οποία ως Υπουργείο Οικονομικών έχουμε μελετήσει και έχουμε δει ότι μπορούμε να τη στηρίξουμε χωρίς να βάλουμε σε κίνδυνο τις δημοσιονομικές μας ισορροπίες». Σε ερώτηση για το αν υπάρχει συνολικό κόστος ανέφερε ότι οι αριθμοί διαφοροποιούνται συνεχώς. Από την πλευρά του ο κ. Μουσιούττας πρόσθεσε ότι αυτή η κυβέρνηση προέβη σε μία φορολογική μεταρρύθμιση, η οποία ολοκληρώθηκε τον Φεβρουάριο του 2026, και σημείωσε ότι η συνταξιοδοτική μεταρρύθμιση έρχεται να καλύψει και ένα μέρος του πληθυσμού, το οποίο έμεινε εκτός της φορολογικής μεταρρύθμισης, «διότι τα εισοδήματα του και αυτό αφορά κυρίως τους συνταξιούχους, ήταν κάτω από το όριο των 19,5 χιλιάδων που ήταν τότε και ακριβώς για αυτό μιλούμε ότι η προσπάθεια με τη μεταρρύθμιση που εισηγούμαστε είναι ναι, αυτούς τους χαμηλοσυνταξιούχους με βάση κριτήρια όσο είναι δυνατόν και όσο μας επιτρέπουν τα οικονομικά εμάς και του κράτους να ανεβάσουμε το εισόδημά τους έτσι ώστε να διαβιούν μία πιο αξιοπρεπή ζωή». Είπε επίσης ότι η συζήτηση για τη συνταξιοδοτική μεταρρύθμιση στο εργατικό συμβουλευτικό σώμα συνεχίστηκε σήμερα, στην παρουσία του φίλου Υπουργού Οικονομικών και του επιτελείου του, διότι ένα μέρος σημαντικό μέρος της μεταρρύθμισης αφορά και τα οικονομικά όχι μόνο του ταμείου κοινωνικών ασφαλίσεων, αλλά και του ταμείου του κράτους. Έκανε λόγο επίσης για αγαστή συνεργασία μεταξύ των δύο Υπουργείων για το θέμα της μεταρρύθμισης του συνταξιοδοτικού η οποία γίνεται «μετά από 46 χρόνια» τονίζοντας «ως κύριο σημείο την βιωσιμότητα του ταμείου κοινωνικών ασφαλίσεων, την βιωσιμότητα των δημόσιων οικονομικών και γενικά την οικονομική σταθερότητα του κράτους, διότι η αστάθεια αντιλαμβάνεστε που μπορεί να μας φέρει και το είχαμε ζήσει» Ο κ. Μουσιούττας είπε επίσης ότι οι προτάσεις που έχουμε καταθέσει στους κοινωνικούς εταίρους εδώ και εβδομάδες και τις συζητούμε είναι προτάσεις που βασίζονται ακριβώς σε αυτό το τρίπτυχο που ανέφερα προηγουμένως. Επανέλαβε ότι οι συζητήσεις προχωρούν με βάση το χρονοδιάγραμμα που έχει τεθεί με στόχο η μεταρρύθμιση να λειτουργήσει την 1η Ιανουαρίου 2027. Δυνητικό εργαλείο η αύξηση ορίου συνταξιοδότησης ------------------ Από την πλευρά του ο γενικός διευθυντής της ΟΕΒ Μιχάλης Αντωνίου έκανε λόγο για παραγωγική και χρήσιμη συνάντηση, τόνισε ότι δεν πρέπει να διακινδυνεύσουν τα δημόσια οικονομικά ενώ ανέφερε ότι η σημερινή προσέγγιση της ΟΕΒ επικεντρώνεται στην βελτίωση των δυνατοτήτων του Ταμείου Κοινωνικών Ασφαλίσεων. Πρόσθεσε ότι με τις βελτιώσεις που προωθούνται υπάρχει το ενδεχόμενο το οποίο «αναγνωρίζεται ρητά στο νομοσχέδιο που μας δόθηκε να αυξηθούν οι εισφορές» σημείωσε ότι «εκτός από το ενδεχόμενο δυνητικής αύξησης των εισφορών, πρέπει το νομοσχέδιο όταν θα ψηφιστεί σε νόμο να προβλέπει και δυνητική αύξηση της ηλικίας συνταξιοδότησης». Τόνισε ότι και τα δύο ενδεχόμενα, εάν και εφόσον διακυβεύεται η βιωσιμότητα του ταμείου πρέπει να είναι δυνητικά εργαλεία «για να μην διακινδυνεύσουμε την βιωσιμότητα του ταμείου». «Όχι μόνον αύξηση εισφορών εάν χρειαστεί, αλλά και /ή αύξηση της ηλικίας συνταξιοδότησης», είπε συγκεκριμένα. Σε ερώτηση για τα οικονομικά στοιχεία είπε ότι πρόκειται για «οικονομικά μεγέθη τα οποία είναι χρήσιμα για τις αναλύσεις που κάνουμε και εσωτερικά για με τους αναλογιστές μας» προσθέτοντας ότι είναι «στοιχεία για επεξεργασία, αν και όχι για δημοσιοποίηση για να μπορούμε να είμαστε έγκυροι όταν υποβάλλουμε προτάσεις κοστολογημένες». Στο ίδιο μήκος κύματος ήταν η τοποθέτηση του ΚΕΒΕ, με τον γενικό γραμματέα του Επιμελητηρίου Φιλόκυπρο Ρουσουνίδη να σημειώνει ότι το θέμα αύξησης της συντάξιμης ηλικίας συζητήθηκε και πριν να ξεκινήσει όλη η μεταρρύθμιση, προσθέτοντας ότι «βεβαίως, εάν προκύπτει ένα άλλο σενάριο μέσα από την κατάληξη, σίγουρα θα πρέπει να δούμε και όλες τις παραμέτρους, πώς θα μπορούν να αλλάξουν αναλόγως, ούτως ώστε να διασφαλίζονται και τα δημόσια οικονομικά και η βιωσιμότητα του ταμείου, αλλά και όλη η μεταρρύθμιση να είναι κοινωνικά δίκαιη». Είπε επίσης ότι έχουν ζητήσει πρόσθετη στοιχειοθέτηση γραπτώς από το Υπουργείο Οικονομικών, ούτως ώστε «να μπορέσουμε να αξιολογήσουμε εσωτερικά με τους αναλογιστές μας», ώστε να είναι τεκμηριωμένοι και κοστολογικά αλλά και επιστημονικά. Είπε επίσης ότι «από εκεί και πέρα, σίγουρα κάποια θέματα τα οποία συζητήθηκαν εκ πρώτης προκαλούν ένα προβληματισμό», προσθέτοντας ότι «κάποια από τα σενάρια τα οποία συζητήθηκαν φαίνεται ότι είναι αισιόδοξα, όμως δεν τα απορρίπτουμε εκ προοιμίου». Δεν συζητάμε επέκταση συνταξιοδότησης απαντούν οι συντεχνίες ----------------------- Ο Πανίκος Αργυρίδης αναπληρωτής γενικός γραμματέας της ΣΕΚ υπογράμμισε ότι «έχουμε τονίσει κατ’ επανάληψη ότι, στο πλαίσιο αυτής της μεταρρύθμισης, δεν συζητούμε ούτε επέκταση της ηλικίας συνταξιοδότησης πέραν από το συμφωνημένο πλαίσιο που προβλέπεται στον νόμο, ούτε περαιτέρω αύξηση των συνεισφορών, πέραν όσων έχουν συμφωνηθεί στο πλαίσιο της νομοθεσίας του Ταμείου Κοινωνικών Ασφαλίσεων». Πρόσθεσε ότι υπάρχουν σημεία τα οποία επιβεβαιώνουν τις ανησυχίες της ΣΕΚ, «ότι διαφοροποιούνται βασικές αρχές που είχαν συμφωνηθεί στην αρχή της συζήτησης για τη μεταρρύθμιση». Ανέφερε ότι το ζητούμενο είναι μια μεταρρύθμιση η οποία να δημιουργεί προοπτική και ασφάλεια και η επάρκεια των συνταξιοδοτικών παροχών τόσο για τους σημερινούς συνταξιούχους όσο και για τους μελλοντικούς. «Αυτόν τον στόχο μπορούμε να τον πετύχουμε μόνο μέσα από μια ολοκληρωμένη μεταρρύθμιση που να αφορά και τους τρεις πυλώνες συνταξιοδοτικών παροχών», είπε. Η Σωτηρούλα Χαραλάμπους γενική γραμματέας της ΠΕΟ υπογράμμισε από την πλευρά της ότι «δεν συζητούμε αύξηση του ορίου συνταξιοδότησης, δεν συζητούμε αύξηση των εισφορών. Αν ένα από τα μέρη θέτει ζήτημα αύξησης του ορίου συνταξιοδότησης ή αύξησης των εισφορών, για μας αυτό παραβιάζει ή, αν θέλετε, αποκλίνει από το πλαίσιο το οποίο καθορίστηκε». Αναφερόμενη στη συνάντηση, είπε ότι «αναμέναμε τον Υπουργό Οικονομικών για να μας δώσει το πλαίσιο των οικονομικών δεδομένων αυτής της μεταρρύθμισης», ώστε να δοθεί μια σύγκριση του τι πληρώνει σήμερα το κράτος και τι θα πληρώνει αύριο το κράτος. «Το έχουμε πει προηγουμένως, το επαναλαμβάνουμε και τώρα. Αν αυτά τα δεδομένα δεν τεθούν ξεκάθαρα ενώπιόν μας, τότε η συζήτηση δεν είναι και πολύ δημιουργική», ανέφερε. Ερωτηθείσα κατά πόσο τα συγκεκριμένα στοιχεία τέθηκαν ενώπιόν τους, απάντησε ότι «μας έχουν λεχθεί κάποιοι γενικοί αριθμοί, αλλά με αυτόν τον συγκεκριμένο τρόπο που το έχουμε ζητήσει, γιατί είναι πολύ σημαντικό για μας να είναι ξεκάθαρα και τα οικονομικά δεδομένα, δεν μας έχουν παρουσιαστεί». Ο Πρόεδρος της ΔΕΟΚ, Στέλιος Χριστοδούλου, ανέφερε ότι «η πραγματικότητα είναι ότι σήμερα φεύγουμε περισσότερο προβληματισμένοι απ’ ό,τι τις προηγούμενες φορές» σημειώνοντας ότι αναμένουν γραπτώς τις διευκρινίσεις από τον Υπουργό Οικονομικών έτσι ώστε «να μπορέσουμε να τοποθετηθούμε σωστά», τονίζοντας παράλληλα ότι «σίγουρα δεν δεχόμαστε να αυξηθεί το όριο ηλικίας, ούτε να αυξηθούν οι συνεισφορές, οι οποίες είναι προαποφασισμένες μέχρι το 2039». Είπε επίσης ότι τα χρονοδιαγράμματα που έχουν τεθεί είναι στενά. «Δεν είμαι σίγουρος κατά πόσο θα προλάβουμε όλοι οι κοινωνικοί εταίροι να είμαστε έτοιμοι με βάση τις προθέσεις του Υπουργού Εργασίας», είπε, εκφράζοντας την αναγκαιότητα να «δοθεί ο απαιτούμενος χρόνος, ώστε να κάνουμε σωστά όλες τις διαδικασίες». Ο αναπληρωτής γενικός γραμματέας της ΠΑΣΥΔΥ, Αλέξης Αλέκου, ανέφερε ότι παρά το ότι σήμερα, οι δύο Υπουργοί έδωσαν αριθμούς και στοιχεία, εξακολουθούν να υφίστανται «κάποια κενά όπως και κάποιοι προβληματισμοί από όλους. Αναμένουμε τη συμπλήρωση όλων αυτών των κενών». «Εσωτερικά, εμείς ως ΠΑΣΥΔΥ θα επεξεργαστούμε τα νέα δεδομένα που μας έχουν δοθεί και θα επανέλθουμε», ανέφερε. DBRS Ratings GmbH (Morningstar DBRS) has changed the trend on both the Republic of Cyprus’ long-term and short-term foreign and local currency issuer ratings to ‘positive’ from ‘stable’ on the view that Cyprus will maintain its strong fiscal position and continue reducing its public debt burden. Morningstar DBRS also confirmed the long-term credit ratings at “A” and the short-term ratings at R-1 (low). Economic sentiment in Cyprus improved for the fourth consecutive month in July, on improved business confidence in the services and retail trade sectors, according to the benchmark index compiled by the Economics Research Centre of the University of Cyprus.
