DBRS Ratings GmbH (Morningstar DBRS) has changed the trend on both the Republic of Cyprus’ long-term and short-term foreign and local currency issuer ratings to ‘positive’ from ‘stable’ on the view that Cyprus will maintain its strong fiscal position and continue reducing its public debt burden. Morningstar DBRS also confirmed the long-term credit ratings at “A” and the short-term ratings at R-1 (low). Mετά από μια δεκαετία, το Πεκίνο δήλωσε και επίσημα το «παρών» σε Ανατολική Μεσόγειο και Μέση Ανατολή. Με την επίσκεψή του στο Κάιρο αυτήν την εβδομάδα, ο Κινέζος Πρόεδρος έχρισε την Αίγυπτο και το Σουέζ ως τον αναπόσπαστο κρίκο της αλυσίδας που ενώνει τον «Παγκόσμιο Νότο», την ώρα που οι Δυτικοί διάδρομοι σκοντάφτουν. Όσο ο πόλεμος ΗΠΑ–Ιράν και η ένταση στη ναυσιπλοΐα απειλούν άλλες θαλάσσιες οδούς, το Πεκίνο επενδύει στο μόνο κανάλι που ακόμα δουλεύει. Στο Κάιρο, αυτό μεταφράζεται ως λιγότερη αποκλειστική αμερικανική κηδεμονία, περισσότερος χώρος για Κίνα, Ρωσία, BRICS. Η χρονική συγκυρία της επίσκεψης του Κινέζου Προέδρου έχει ιδιαίτερη σημασία, καθώς γίνεται σε μια περίοδο κατά την οποία ο Οικονομικός Διάδρομος Ινδίας–Μέσης Ανατολής–Ευρώπης (IMEC) δοκιμάζεται από τις ευρύτερες γεωπολιτικές εξελίξεις. Το «κενό» στον IMEC Ο IMEC φιλοδοξεί στη δημιουργία ενός εναλλακτικού δικτύου μεταφορών και υποδομών, το οποίο θα μπορούσε να λειτουργήσει συμπληρωματικά ή και ανταγωνιστικά προς τον Νέο Δρόμο του Μεταξιού (Belt and Road Initiative). Η βασική του διαδρομή συνδέει την Ινδία με τα Ηνωμένα Αραβικά Εμιράτα και τη Σαουδική Αραβία, πριν κινηθεί χερσαία προς την Ιορδανία, το Ισραήλ και τελικά μέσω Κύπρου-Ελλάδας να καταλήξει στην Ευρώπη. Από αυτόν τον σχεδιασμό απουσιάζουν η Αίγυπτος, η οποία ελέγχει το Σουέζ, και η Τουρκία, η οποία ελέγχει τα Στενά και τη φυσική χερσαία σύνδεση Ασίας–Ευρώπης. Η γεωγραφία τους εξακολουθεί να αποτελεί σκληρό στρατηγικό κεφάλαιο και οποιαδήποτε νέα αρχιτεκτονική συνδεσιμότητας επιχειρεί να τις παρακάμψει, αναπόφευκτα δημιουργεί αντιδράσεις. Το Σουέζ ως εργαλείο ισχύος Για την Αίγυπτο, η Διώρυγα του Σουέζ δεν αποτελεί απλώς πηγή εσόδων ή κρίσιμη εμπορική υποδομή. Αποτελεί έναν από τους βασικότερους λόγους για τους οποίους η Αίγυπτος έχει ιδιαίτερη γεωπολιτική βαρύτητα. Το Σουέζ λειτουργεί ως κλασικό chokepoint, που μετατρέπει την οικονομική ροή σε πολιτική επιρροή. Ο IMEC δεν θα υποκαταστήσει τις θαλάσσιες μεταφορές από Σουέζ, αλλά σίγουρα θα αφαιρέσει το συγκριτικό πλεονέκτημα του Καΐρου, προσφέροντας μια εναλλακτική διαδρομή. Αυτήν που θα αποφεύγει την Ερυθρά Θάλασσα και θα καταλήγει στη Μεσόγειο, μέσω Ισραήλ. Η Κίνα επενδύει στη διαδρομή που ήδη υπάρχει Το Πεκίνο ακολουθεί μια διαφορετική λογική. Αντί να επιχειρεί να παρακάμψει το Σουέζ, το Πεκίνο επενδύει πάνω στην υπάρχουσα γεωγραφία και προσπαθεί να αναβαθμίσει την υφιστάμενη διαδρομή. Η επέκταση της βιομηχανικής ζώνης TEDA στη Διώρυγα του Σουέζ εντάσσεται ακριβώς σε αυτήν τη στρατηγική. Η παρουσία περίπου 200 επιχειρήσεων και επενδύσεων δισεκατομμυρίων δολαρίων δημιουργεί γύρω από τη Διώρυγα ένα σύνθετο δίκτυο παραγωγής, αποθήκευσης, μεταφορών και logistics, το οποίο ενισχύει τον ρόλο της Αιγύπτου όχι μόνο ως χώρας διέλευσης, αλλά και ως τόπου παραγωγής οικονομικής αξίας. Με αυτόν τον τρόπο η Κίνα θέλει να καταστήσει ακριβότερη και περιπλοκότερη οποιαδήποτε παράκαμψη του Σουέζ στοχοποιώντας, ουσιαστικά, τον IMEC. Οι προκλήσεις IMEC και το παιχνίδι Αιγύπτου Το μεγαλύτερο πρόβλημα του IMEC δεν βρίσκεται απαραίτητα στις υποδομές, αλλά στην πολιτική σταθερότητα που απαιτεί η λειτουργία του. Παρά τα προβλήματά του, το Σουέζ είναι ένας ενιαίος θαλάσσιος διάδρομος. Από την άλλη ο IMEC εξαρτάται από τη συνεργασία πολλών κρατών και από τη διατήρηση ενός σχετικά σταθερού πολιτικού περιβάλλοντος σε όλη τη διαδρομή. Το βόρειο σκέλος του, με τη Χάιφα σε κρίσιμο ρόλο ως πύλη προς τη Μεσόγειο, παραμένει άμεσα εκτεθειμένο στις αναταράξεις της Μέσης Ανατολής. Είναι πλέον ξεκάθαρο ότι το ξέσπασμα του πολέμου στη Γάζα τον Οκτώβριο του 2023 είχε ως στόχο να «ανατινάξει» τον IMEC. Είναι λανθασμένη η εκτίμηση πως η Αίγυπτος επιδιώκει την αποτυχία του IMEC προς όφελος της Κίνας. Η Αίγυπτος, δρώντας περισσότερο ρεαλιστικά, θα επιδιώξει να συνδεθεί με τον Διάδρομο προσφέροντας τις δικές της υποδομές και τα δικά της λιμάνια. Αν περιοριστεί ή καθυστερήσει, το Σουέζ θέλει να εξακολουθήσει να αποτελεί τη βασική εμπορική αρτηρία μεταξύ Ασίας και Ευρώπης. Αμερικανική ασφάλεια, κινεζικό κεφάλαιο Το Κάιρο εξακολουθεί να διατηρεί βαθιές στρατιωτικές και θεσμικές σχέσεις με τις Ηνωμένες Πολιτείες και συνεχίζει να λαμβάνει σημαντική αμερικανική στρατιωτική χρηματοδότηση. Ταυτόχρονα, η οικονομική παρουσία της Κίνας γίνεται ολοένα πιο σημαντική, ιδιαίτερα γύρω από το Σουέζ και σε τομείς που σχετίζονται με υποδομές, βιομηχανία και τεχνολογία. Αυτό δεν συνιστά απαραίτητα αλλαγή στρατοπέδου, αλλά διπλωματική ακροβασία. Η Αίγυπτος επιδιώκει να αντλεί ασφάλεια από τη μια πλευρά, επενδύσεις και παραγωγική δυναμική από την άλλη, ενώ παράλληλα διατηρεί σχέσεις με την Ευρώπη, τις αραβικές μοναρχίες και άλλους διεθνείς εταίρους. Η επιστροφή της Τουρκίας Για την Ελλάδα και την Κύπρο, η πιο ουσιαστική εξέλιξη δεν αφορά μόνο την Κίνα, αλλά κυρίως την επαναπροσέγγιση Αιγύπτου και Τουρκίας. Η εξομάλυνση των σχέσεων έχει πλέον περάσει από το επίπεδο των πολιτικών επαφών σε πιο ουσιαστική συνεργασία, με επαναφορά στρατιωτικών διαύλων, κοινές ασκήσεις και επαφές στον τομέα της αμυντικής βιομηχανίας. Αυτό δεν σημαίνει ότι Κάιρο και Άγκυρα έχουν λύσει όλες τις διαφορές τους. Το ζήτημα της Λιβύης και ο ρόλος της Μουσουλμανικής Αδελφότητας εξακολουθούν να δημιουργούν τριγμούς Το σημαντικό, όμως, είναι ότι η Τουρκία εμφανίζει εαυτόν ως αποδεκτό συνομιλητή του Καΐρου και αυτό διαταράσσει τις ισορροπίες στην Ανατολική Μεσόγειο. Το κέρδος της Άγκυρας Για την Τουρκία, η βελτίωση των σχέσεων με την Αίγυπτο ήταν διπλωματικός και στρατηγικός στόχος. Τα προηγούμενα χρόνια, η Άγκυρα έβλεπε με δυσφορία το δίκτυο συνεργασιών ανάμεσα σε Ελλάδα, Κύπρο, Ισραήλ και Αίγυπτο, ιδιαίτερα στους τομείς της ενέργειας, της άμυνας και της θαλάσσιας ασφάλειας. Επιδίωξη της Άγκυρας ήταν να αποδυναμώσει αυτές τις συνεργασίες και να αποτρέψει τη δημιουργία ενός σταθερού αντιτουρκικού μετώπου στην Ανατολική Μεσόγειο. Τι αλλάζει για Αθήνα - Λευκωσία Δυστυχώς, η μερική συμφωνία οριοθέτησης ΑΟΖ Ελλάδας-Αιγύπτου του 2020 άρχισε να δείχνει τις αδυναμίες και τα όριά της.H Τουρκία αμφισβητεί πλέον ανοικτά τα θαλάσσια δικαιώματα της Ελλάδας στο Καστελλόριζο, με σκοπό να θέσει εμπόδια στο καλώδιο GSI. Θα ήταν συνεπώς αφέλεια από την Αθήνα να πιστεύει ότι η Αίγυπτος θα ευθυγραμμίζεται αυτομάτως με τις ελληνικές θέσεις σε κάθε μελλοντική αντιπαράθεση με την Τουρκία. Αυτό που θα θέσει τέλος στην όποια επεκτατικότητα της Άγκυρας θα ήταν η οριοθέτηση ΑΟΖ Κύπρου-Ελλάδας. Αντίστοιχα, η Λευκωσία δεν μπορεί να βασίζεται αποκλειστικά στο Κάιρο για τις εξαγωγές του φυσικού αερίου από την Κυπριακή ΑΟΖ, αλλά να ξαναβάλει στο τραπέζι τον EastMed και το ζήτημα του τερματικού υγροποίησης. Η μάχη αφορά πλέον τους κόμβους Θα ήταν υπερβολικό να παρουσιαστεί η σημερινή εικόνα ως δημιουργία ενός νέου άξονα Κίνας–Αιγύπτου–Τουρκίας απέναντι στις Ηνωμένες Πολιτείες, το Ισραήλ και τον IMEC. Η σύγχρονη γεωπολιτική δεν κρίνεται μόνο από τον έλεγχο εδαφών, αλλά ολοένα περισσότερο από τον έλεγχο κρίσιμων κόμβων και δικτύων. Λιμάνια, σιδηρόδρομοι, αγωγοί, υποθαλάσσια καλώδια, ενεργειακές διασυνδέσεις, βιομηχανικές ζώνες και θαλάσσια περάσματα αποκτούν στρατηγική σημασία επειδή πάνω τους βασίζονται οι ροές ενέργειας, εμπορίου και δεδομένων. Η Ανατολική Μεσόγειος συγκεντρώνει έναν εξαιρετικά μεγάλο αριθμό τέτοιων κόμβων. Το Σουέζ, η Χάιφα, το Αΐν Σοκνά, τα ελληνικά και κυπριακά λιμάνια, τα τουρκικά Στενά, τα ενεργειακά κοιτάσματα και τα υποθαλάσσια καλώδια αποτελούν τμήματα ενός ευρύτερου ανταγωνισμού για τον τρόπο με τον οποίο θα συνδεθεί η Ασία με την Ευρώπη. Γι’ αυτό η συζήτηση για τον IMEC δεν αφορά μόνο μια νέα σιδηροδρομική διαδρομή ή ένα ακόμη έργο υποδομής. Αφορά το ποια κράτη θα παραμείνουν αναντικατάστατα στον νέο χάρτη συνδεσιμότητας και ποια θα μπορέσουν να μετατρέψουν τη γεωγραφική τους θέση σε μακροπρόθεσμη πολιτική επιρροή. Ελλάδα και η Κύπρος έχουν κάθε λόγο να συνεχίσουν να επενδύουν στις σχέσεις τους με την Αίγυπτο, το Ισραήλ και τις υπόλοιπες φιλικές χώρες της Ανατολικής Μεσογείου. Το σημαντικό είναι να μην αντιμετωπίζονται ως μόνιμες και αμετάβλητες γεωπολιτικές ευθυγραμμίσεις.Δημοσιεύτηκε στην Σημερινή (06/09/26)

Μπορούν και οι αποτυχίες να γίνουν μαθήματα ζωής», σημειώνει, απευθυνόμενος στους μαθητές. «Το γύρισμα του χρόνου μάς έφερε και πάλι μπροστά στο ξεκίνημα της νέας σχολικής χρονιάς. Μαζί με τις ευχές, που ανταλλάσσετε αυτές τις μέρες μεταξύ σας, ενώνω κι εγώ τις δικές μου ευχές, ώστε να είναι η μακρά περίοδος, που ξανοίγεται από σήμερα μπροστά σας, ευλογημένη από τον Θεό και η προσπάθεια που αναλαμβάνετε να αποβεί καρποφόρα», επισημαίνει ο Αρχιεπίσκοπος. Προσθέτει πως «κάθε νέα αρχή συνοδεύεται με ανανέωση των ελπίδων και με την προθυμία αύξησης των προσπαθειών για βελτίωση των επιδόσεών μας. Η Εκκλησία ευλογεί αυτήν την προσπάθεια και δηλώνει την προθυμία της να έλθει βοηθός στον καθένα σας, όποτε της το ζητήσετε». DBRS Ratings GmbH (Morningstar DBRS) has changed the trend on both the Republic of Cyprus’ long-term and short-term foreign and local currency issuer ratings to ‘positive’ from ‘stable’ on the view that Cyprus will maintain its strong fiscal position and continue reducing its public debt burden. Economic sentiment in Cyprus improved for the fourth consecutive month in July, on improved business confidence in the services and retail trade sectors, according to the benchmark index compiled by the Economics Research Centre of the University of Cyprus.
