George Karatzias returns to the Cyprus Securities and Exchange Commission to take over as its new chairman, replacing George Teocharides who steps down after five years. Συναντίληψη επιτεύχθηκε στην Επιτροπή Εσωτερικών, μεταξύ των αρμόδιων υπηρεσιών του Υπουργείου Εσωτερικών και των ΕΟΑ, προκειμένου να περάσει η εποπτεία των κοινόκτητων οικοδομών στους ΕΟΑ, υπό την προϋπόθεση ότι θα τηρηθούν συγκεκριμένοι όροι που έχουν θέσει. Σε δηλώσεις του, ο Πρόεδρος της Επτιροπής Εσωτερικών, Βουλευτής του ΑΚΕΛ, Άριστος Δαμιανού, ανέφερε ότι το ΑΚΕΛ είχε καταθέσει από το 2019 πρόταση νόμου 80 σελίδων για τις κοινόκτητες οικοδομές. «Είχαμε διαπιστώσει σοβαρότατα προβλήματα στην εφαρμογή της σχετικής νομοθεσίας», είπε, προσθέτοντας ότι έκτοτε κατατέθηκε νομοσχέδιο από την προηγούμενη κυβέρνηση, το οποίο υιοθέτησε και η νυν. Όπως είπε, στη σημερινή συνεδρίαση, «καταβάλαμε μεγάλη προσπάθεια να βρεθούν συγκλίσεις, και τόσο το Υπουργείο Εσωτερικών, όσο οι ΕΟΑ μετακινήθηκαν από τις αρχικές τους θέσεις, με αποτέλεσμα, υπό τις προϋποθέσεις, που θεωρούμε ως ΑΚΕΛ ότι πρέπει να εκπληρώσει η εκτελεστική εξουσία, θα μπορέσουν οι ΕΟΑ να αναλάβουν αυτό το σημαντικό καθήκον και αρμοδιότητα». Ο κ. Δαμιανού σημείωσε ότι η Επιτροπή έδωσε ακόμα τρεις βδομάδες περιθώριο, προκειμένου να αποκρυσταλλωθούν οι τελικές απόψεις του Υπουργείου Εσωτερικών στα αιτήματα των ΕΟΑ. «Είμαι βέβαιος ότι έχουν πάρει το μήνυμα όλοι οι εμπλεκόμενοι φορείς», είπε. Ανέφερε ότι πρόθεση είναι εντός του 2026 να ολοκληρωθεί η συζήτηση, ώστε, έστω και με μεταβατικές ρυθμίσεις, «να παραδοθεί στην κοινωνία ένα εκσυγχρονισμένο, αποτελεσματικό και δικαιότερο σύστημα διαχείρισης των κοινόκτητων οικοδομών». «Αναμένω να συνεχιστεί το πνεύμα συναντίληψης και ομόνοιας που υπήρξε στην Επιτροπή, για να μπορέσουμε ευκολότερα, ως Επιτροπή, να προχωρήσουμε στην κατ’ άρθρον συζήτηση», είπε. Εξάλλου, ο κ. Δαμιανού σημείωσε ότι εδώ και μεγάλο χρονικό διάστημα, «παρατηρείται μια δυστοκία από πλευράς του κεντρικού κράτους στο να δώσει τους αναγκαίους πόρους στην Τοπική Αυτοδιοίκηση για να κάνει τη δουλειά της». Ο Πρόεδρος της Επιτροπής είπε ότι «βάλαμε πλάτες για να γίνει η μεταρρύθμιση, με προϋπόθεση ότι το κεντρικό κράτος δεν θα διαχειριζόταν ως πρόβλημα τη μεταρρύθμιση, αλλά ως δυνατότητα και προοπτική». Σημείωσε ότι, παρά το γεγονός ότι υπάρχουν αρκετά ανοικτά ζητήματα και αιτήματα, τόσο από την Ένωση Δήμων και Κοινοτήτων, όσο και από τους ΕΟΑ που δεν έχουν υλοποιηθεί, «το γεγονός ότι υπάρχει ένας διάλογος που βρίσκεται σε εξέλιξη θέλω να πιστεύω ότι αυτό το πολύ μεγάλο ζήτημα της πραγματικής ενίσχυσης και αύξησης των κονδυλίων από το κεντρικό κράτος προς την Τοπική Αυτοδιοίκηση θα πάρει τη σωστή πορεία, για να πλησιάσουμε στο κατ’ ελάχιστον τους μέσους όρους της Ευρώπης». Όπως είπε, στην Ευρώπη δαπανάται μέχρι και το 4% του κρατικού προϋπολογισμού για την Τοπική Αυτοδιοίκησης, ενώ στην Κύπρο «πασχίζουμε να ξεπεράσουμε το 1%», είπε, προσθέτοντας ότι σε αυτό το πλαίσιο εντάσσεται και η σημερινή συζήτηση. Ερωτηθείς σχετικά με το ζήτημα της είσπραξης των κοινοχρήστων, είπε ότι η εκτέλεση αποφάσεων είναι ένα γενικότερο πρόβλημα, σημειώνοντας ότι υπάρχουν ζητήματα για εφαρμογή της νομοθεσίας, και υπάρχει δυνατότητα να βελτιωθούν τα κείμενα της κυβέρνησης. Απαντώντας κατά πόσο τα τρία νομοσχέδια που αφορούν το κτηριακό απόθεμα (επικίνδυνες οικοδομές, κοινόκτητες οικοδομές και ΜΟΤ κτηρίων), θα προχωρήσουν ως πακέτο, ο κ. Δαμιανού είπε ότι πρόθεση είναι τα ζητήματα να συζητηθούν συνολικά, εν αναμονή και της ολοκληρωμένης πρότασης «που την απαιτούμε ως Επιτροπή Εσωτερικών» για τον περιοδικό έλεγχο των κτιρίων. «Άργησε πάρα πολύ και θεωρούμε ότι θα ενισχύσει την προσπάθεια και των ΕΟΑ και των τοπικών αρχών σε ό,τι αφορά τις επικίνδυνες οικοδομές», σημείωσε. Η Βουλευτής του ΔΗΣΥ, Νικολέττα Κωνσταντίνου, ανέφερε στις δικές της δηλώσεις, ότι επί της αρχής όλοι οι παρευρισκόμενοι συμφώνησαν ότι το νέο πλαίσιο πρέπει «να είναι λειτουργικό, αποτελεσματικό, αλλά κυρίως εφαρμόσιμο». Όπως ανέφερε, το υφιστάμενο πλαίσιο έχει αποδειχτεί ανεπαρκές, «γεγονός που έχει οδηγήσει σε καταχρήσεις από ασυνεπείς ιδιοκτήτες, με διαστάσεις και στην επικινδυνότητα των κτηρίων, όταν αυτά δεν μπορούν τελικά να συντηρούνται». Η κ. Κωνσταντίνου είπε ότι το μεγαλύτερο πρόβλημα για τις κοινόκτητες οικοδομές, πέραν της ανάγκης συντήρησης των κτιρίων, είναι η αποτελεσματική είσπραξη των οφειλών. «Δεν είμαστε ικανοποιημένοι από τον τρόπο που το νομοσχέδιο αντιμετωπίζει την είσπραξη των οφειλών. Θεωρούμε ότι θα πρέπει να υπάρξουν αποτελεσματικές διορθώσεις, ώστε αυτή η μάστιγα που ταλαιπωρεί την κοινωνία να εξαλειφθεί», είπε. Επιπλέον, ανέφερε ότι ως ΔΗΣΥ εξέφρασαν προβληματισμούς και σε επί μέρους θέματα, «που έχουν να κάνουν με την πραγματικότητα, σε σχέση με τις αναπτύξεις που έχουμε στην Κύπρο» και με αυτό τον τρόπο πρέπει να αντιμετωπίζονται από το νομοσχέδιο. Εκφράστηκαν, επίσης, προβληματισμοί, σε σχέση με τη λειτουργία των διαχειριστικών επιτροπών, όταν υπάρχει πρόνοια κάθε μέλος της Επιτροπής να είναι ιδιοκτήτης, καθώς, όπως σημείωσε, πολλοί ιδιοκτήτες είναι επενδυτές και απουσιάζουν στο εξωτερικό. Η Βουλευτή του ΔΗΣΥ αξιολόγησε ως θετική την ύπαρξη ενός συνεχούς διαλόγου ΕΟΑ-ΥΠΕΣ, και το γεγονός ότι φαίνεται να υπάρχουν συγκλίσεις για αρκετά από τα προαπαιτούμενα που έχουν θέσει οι ΕΟΑ. «Η δέσμευση μας ως Επιτροπή Εσωτερικών είναι ότι θα συνεχίσουμε την εξέταση του νομοσχεδίου, με στόχο να παραδώσουμε στην κοινωνία το καλύτερο δυνατό αποτέλεσμα που θα επιλύσει το χρόνιο πρόβλημα της διαχείρισης των κοινόκτητων οικοδομών», είπε καταληκτικά. Ο Βουλευτής του ΕΛΑΜ, Ευγένιος Χαμπουλλάς, είπε ότι οι εξελίξεις δημιουργούν «συγκρατημένη αισιοδοξία για κατάληξη του θέματος σύντομα». Αναφέρθηκε στους όρους και προϋποθέσεις που έχουν θέσει οι ΕΟΑ, προκειμένου να αναλάβουν την ευθύνη για την εποπτεία των κοινόκτητων οικοδομών και των διαχειριστικών επιτροπών και πρόσθεσε ότι «εμείς ζητήσαμε από το Υπουργείο Εσωτερικών να σταθεί αρωγός στους ΕΟΑ για να μπορέσουν να φέρουν εις πέρας αυτό το πολύ σημαντικό εγχείρημα». Εξάλλου, σημείωσε ότι το ζήτημα σχετίζεται άμεσα με τις επικίνδυνες οικοδομές, αφού, όπως ανέφερε, οι κακοπληρωτές κοινοχρήστων είναι ένας από τους κυριότερους λόγους που πολλά κτήρια παραμένουν ασυντήρητα και καταλήγουν να είναι επικίνδυνα. «Να εστιάσουμε στην αποτελεσματικότητα του τρόπου είσπραξης κοινοχρήστων, να προωθήσουμε μέσα από τον νόμο την επιβολή του ΜΟΤ για τα κτήρια. Δεν μπορεί να χτίζεται ένα κτήριο και μετά από 10 χρόνια να παραβιάζονται όλες οι πρόνοιες της νομοθεσίας για ασφάλεια και πυρασφάλεια και να μην εποπτεύει κανένας», είπε. Εκ μέρους του Υπουργείου Εσωτερικών, δηλώσεις έκανε ο Αντώνης Οικονομίδης, Διευθυντής Τοπικής Αυτοδιοίκησης, ο οποίος έκανε λόγο για «πολύ εποικοδομητική σύσκεψη». Όπως ανέφερε, υπήρξε συναντίληψη για τις πρόνοιες του νομοσχεδίου που κατέθεσε η εκτελεστική εξουσία, για τις κοινόκτητες οικοδομές. «Μπαίνουν οι βάσεις για ένα εκσυγχρονισμένο και ολοκληρωμένο νομικό πλαίσιο, δημιουργείται για πρώτη φορά εποπτική αρχή για τήρηση μητρώου και επιλύεται το θέμα της εποπτείας των διαχειριστικών επιτροπών», είπε. Πρόσθεσε ότι η συναντίληψη που υπήρξε είναι ότι η αρμοδιότητα θα μεταφερθεί στους ΕΟΑ, υπό νέες υπηρεσίες που θα συσταθούν. Ερωτηθείς κατά πόσο θα δοθούν τα απαραίτητα κονδύλια στους ΕΟΑ για τις νέες αρμοδιότητες που αναλαμβάνουν, ο κ. Οικονομίδης είπε ότι προβλέπεται μία διετής μεταβατική περίοδος, κατά την οποία το κράτος αναλαμβάνει να εφαρμόσει κάποιες υποχρεώσεις, όπως το κόστος και την υλοποίηση του σχετικού λογισμικού. Ο ίδιος σημείωσε ότι θα μεταφέρει στον Υπουργό Εσωτερικών την παράκληση των ΕΟΑ για κάλυψη του κόστους του προσωπικού που θα απασχοληθεί για το θέμα κατά τη μεταβατική περίοδο, ενώ εκτιμάται ότι τα έσοδα που θα προκύψουν στη συνέχεια θα καλύπτουν τις υποχρεώσεις. Ο Πρόεδρος του ΕΟΑ Λεμεσού, Γιάννης Τσουλόφτας, είπε ότι οι ΕΟΑ θα μπορούσαν να είναι θετικοί στην ανάληψη της αρμοδιότητας για τη διαχείριση των κοινόκτητων οικοδομών, δεδομένου ότι θα τηρηθούν οι προϋποθέσεις που έχουν θέσει κατόπιν μελέτης. «Μας τιμά ότι το κράτος θεωρεί τους ΕΟΑ τους πλέον κατάλληλους φορείς», ανέφερε, και μίλησε για στενή συνεργασία με το Υπουργείο Εσωτερικών, το Κτηματολόγιο και άλλες αρμόδιες αρχές, όπως και με την Επιτροπή Εσωτερικών, ώστε συντονισμένα και ομόφωνα να μεταφερθεί αυτή η αρμοδιότητα στους ΕΟΑ. Ο κ. Τσουλόφτας υπογράμμισε ότι βασική προϋπόθεση είναι κατά τη μεταφορά της αρμοδιότητας «να μην επαναληφθούν τα ίδια λάθη που είχαν γίνει στο παρελθόν, όταν μεταφέρονταν αρμοδιότητες χωρίς τα απαραίτητα νομικά εργαλεία και οικονομική στήριξη». Τόνισε ότι υπάρχουν προαπαιτούμενα που πρέπει να υλοποιηθούν πριν την ημερομηνία ανάληψης της αρμοδιότητας από τους ΕΟΑ. Σε ερώτηση για τα προαπαιτούμενα που έθεσαν οι ΕΟΑ, αναφέρθηκε στη δημιουργία σύγχρονης διαδικτυακής πλατφόρμας, στη βάση της οποίας όλες οι διαχειριστικές επιτροπές θα μπορούν να κάνουν εγγραφή και να διενεργούν πράξεις. Δεύτερο προαπαιτούμενο, πρόσθεσε, είναι η βιωσιμότητα. «Θα πρέπει η δραστηριότητα να είναι οικονομικά βιώσιμη, με τέλη που να καλύπτουν το οικονομικό κόστος άσκησης της αρμοδιότητας», είπε. Περαιτέρω, σημείωσε ότι θα γίνει διασύνδεση των συστημάτων του ΕΟΑ με σύστημα του Κτηματολογίου για απευθείας πρόσβαση στο ιδιοκτησιακό καθεστώς κάθε διαμερίσματος, ενώ αναφέρθηκε και σε άλλες προϋποθέσεις, όπως η έγκριση της οργανωτικής δομής και του προσωπικού για αυτή την αρμοδιότητα και κάλυψη του αρχικού οικονομικού κόστους μέχρι να αρχίσει η δραστηριότητα να φέρει έσοδα στους ΕΟΑ. Από την πλευρά του, ο Πρόεδρος του ΕΟΑ Λάρνακας, Άγγελος Χατζηχαραλάμπους, είπε ότι θεωρεί ότι το νομοσχέδιο θα φέρει αποτέλεσμα ως προς τη ρύθμιση όλων των προβλημάτων που διαχρονικά παρουσιάζονται με τις κοινόκτητες υποδομές. «Το νομοσχέδιο θα βοηθήσει να έχουμε σαφέστατα καλύτερα αποτελέσματα για τις ετοιμόρροπες οικοδομές, που είναι ένα μεγάλο πρόβλημα που αντιμετωπίζουμε ως πολιτεία, ιδιαίτερα εμείς ως ΕΟΑ», ανέφερε. Επί της αρχής, σημείωσε ότι οι ΕΟΑ έθεσαν γραπτώς τις θέσεις τους στην Επιτροπή Εσωτερικών και τις προϋποθέσεις που κατέγραψαν, με την υλοποίηση των οποίων «θα μπορέσουμε να αναλάβουμε την αρμοδιότητα των κοινόκτητων οικοδομών. Έχουμε πάρει συνειδητή απόφαση, ως αποτέλεσμα του ότι αυτή την αρμοδιότητα δεν την αναλάμβανε κανένας», είπε. Πηγή: ΚΥΠΕ

Η απόφαση που λήφθηκε σήμερα υπογραμμίζει τη δέσμευση του Διοικητικού Συμβουλίου να καθορίζει τη νομισματική πολιτική με σκοπό να διασφαλίζει ότι ο πληθωρισμός σταθεροποιείται στον στόχο του 2% μεσοπρόθεσμα. Σύμφωνα με το βασικό σενάριο των νέων προβολών των εμπειρογνωμόνων της ΕΚΤ, ο γενικός πληθωρισμός αναμένεται να διαμορφωθεί κατά μέσο όρο σε 3,0% το 2026, 2,5% το 2027 και 2,1% το 2028. Σε ό,τι αφορά τον πληθωρισμό χωρίς την ενέργεια και τα είδη διατροφής, το βασικό σενάριο προβλέπει ότι θα διαμορφωθεί σε 2,5% το 2026, 2,6% το 2027 και 2,3% το 2028. Σε σύγκριση με τον Ιούνιο, η προβολή του βασικού σεναρίου για τον πληθωρισμό παραμένει αμετάβλητη για το 2026, ενώ έχει αναθεωρηθεί προς τα πάνω για το 2027 και το 2028. Η προβολή του βασικού σεναρίου για τον ρυθμό οικονομικής ανάπτυξης είναι 0,9% για το 2026, 1,4% για το 2027 και 1,5% για το 2028. Πρόκειται για μια αναθεώρηση προς τα πάνω τόσο για το 2026 όσο και για το 2027, η οποία αντανακλά κυρίως την υψηλότερη από ό,τι αναμενόταν ανθεκτικότητα της οικονομίας της ζώνης του ευρώ. Οι προοπτικές εξακολουθούν να χαρακτηρίζονται από υψηλή αβεβαιότητα και συγκεκριμένα οι κίνδυνοι είναι ανοδικοί για τον πληθωρισμό και καθοδικοί για την οικονομική ανάπτυξη. Σε ό,τι αφορά τη διαταραχή της ενέργειας, τα επικαιροποιημένα σενάρια που κατάρτισαν οι εμπειρογνώμονες αποτυπώνουν το ευρύ φάσμα αποτελεσμάτων σε σχέση με το πώς θα μπορούσε να εξελιχθεί ο ρυθμός ανάπτυξης και ο πληθωρισμός βάσει διαφορετικών υποθέσεων για την ένταση και τη διάρκεια της εν λόγω διαταραχής, καθώς και με τις έμμεσες και δευτερογενείς επιδράσεις της. Με τη σημερινή του απόφαση, το Διοικητικό Συμβούλιο εξακολουθεί να είναι σε θέση να αντιμετωπίσει την αβεβαιότητα που έχει προκαλέσει η σύγκρουση. Θα ακολουθήσει μια προσέγγιση βασιζόμενη στα εκάστοτε διαθέσιμα στοιχεία και θα λαμβάνει αποφάσεις από συνεδρίαση σε συνεδρίαση για τον καθορισμό της κατάλληλης κατεύθυνσης της νομισματικής πολιτικής. Συγκεκριμένα, οι αποφάσεις του Διοικητικού Συμβουλίου όσον αφορά τα επιτόκια θα βασίζονται στην αξιολόγησή του για τις προοπτικές του πληθωρισμού και τους κινδύνους που τις περιβάλλουν, υπό το πρίσμα των εισερχόμενων οικονομικών και χρηματοπιστωτικών στοιχείων, καθώς και για τη δυναμική του υποκείμενου πληθωρισμού και την ένταση με την οποία μεταδίδεται η νομισματική πολιτική. Το Διοικητικό Συμβούλιο δεν δεσμεύεται εκ των προτέρων για συγκεκριμένη πορεία των επιτοκίων. Μετά την σημερινή αύξηση τα επιτόκια της διευκόλυνσης αποδοχής καταθέσεων, των πράξεων κύριας αναχρηματοδότησης και της διευκόλυνσης οριακής χρηματοδότησης θα αυξηθούν σε 2,50%, 2,65% και 2,90% αντιστοίχως, με ισχύ από τις 16 Σεπτεμβρίου 2026. George Karatzias returns to the Cyprus Securities and Exchange Commission to take over as its new chairman, replacing George Teocharides who steps down after five years. DBRS Ratings GmbH (Morningstar DBRS) has changed the trend on both the Republic of Cyprus’ long-term and short-term foreign and local currency issuer ratings to ‘positive’ from ‘stable’ on the view that Cyprus will maintain its strong fiscal position and continue reducing its public debt burden. Morningstar DBRS also confirmed the long-term credit ratings at “A” and the short-term ratings at R-1 (low).
