Στο επίκεντρο πολιτικής αντιπαράθεσης βρίσκεται στην Ελλάδα το νομοσχέδιο του Υπουργείου Πολιτισμού για τη δημιουργία της Hellenic Heritage, μιας Ανώνυμης Εταιρείας που θα αναλάβει μέρος της διαχείρισης και αξιοποίησης αρχαιολογικών χώρων, μνημείων και πολιτιστικών υποδομών. Η κυβέρνηση απορρίπτει κατηγορηματικά τις καταγγελίες περί «ξεπουλήματος» ή ιδιωτικοποίησης της πολιτιστικής κληρονομιάς, υποστηρίζοντας ότι η νέα εταιρεία θα λειτουργεί ως δημόσιος εκτελεστικός βραχίονας του Οργανισμού Διαχείρισης και Ανάπτυξης Πολιτιστικών Πόρων (ΟΔΑΠ). Ο Υφυπουργός παρά τω Πρωθυπουργώ, Άκης Σκέρτσος, παρενέβη στη συζήτηση παρουσιάζοντας δέκα ερωτήσεις και απαντήσεις για το νομοσχέδιο, επιχειρώντας να αντικρούσει τις επικρίσεις. Τι αλλάζει με τη Hellenic Heritage Σύμφωνα με την κυβερνητική θέση, το νομοσχέδιο δεν προβλέπει μεταβίβαση της κυριότητας μνημείων ή αρχαιολογικών χώρων. Αυτή παραμένει στο Ελληνικό Δημόσιο, ενώ η νέα εταιρεία δεν αποκτά δικαίωμα πώλησης ή εκποίησης της δημόσιας ακίνητης περιουσίας. Η Hellenic Heritage θα έχει δημόσιο χαρακτήρα, με το 90% των μετοχών να ανήκει στο Ελληνικό Δημόσιο και το υπόλοιπο 10% στον ΟΔΑΠ. Κατά την κυβέρνηση, οι μετοχές θα είναι αμεταβίβαστες, αποκλείοντας την είσοδο ιδιωτών στο μετοχικό κεφάλαιο. Η εταιρεία προορίζεται να αναλάβει κυρίως επιχειρησιακές δραστηριότητες, μεταξύ των οποίων τη λειτουργία πωλητηρίων και αναψυκτηρίων, την ανάπτυξη ψηφιακών υπηρεσιών, την εμπορική οργάνωση, την εξυπηρέτηση επισκεπτών και τη βελτίωση υποδομών και προσβασιμότητας. Ποιος θα αποφασίζει για τα μνημεία Η κυβέρνηση υποστηρίζει ότι η δημιουργία της εταιρείας δεν μεταβάλλει το θεσμικό σύστημα προστασίας της πολιτιστικής κληρονομιάς. Τα σχέδια αξιοποίησης θα εξακολουθούν, σύμφωνα με το νομοσχέδιο, να περνούν από τον ΟΔΑΠ, τις αρμόδιες υπηρεσίες του Υπουργείου Πολιτισμού και, όπου απαιτείται, το Κεντρικό Αρχαιολογικό Συμβούλιο, ενώ η τελική έγκριση θα ανήκει στην πολιτική ηγεσία του Υπουργείου. Παράλληλα, η κυβερνητική πλευρά αναφέρει ότι η εταιρεία θα υπόκειται σε δημόσιο έλεγχο, στους κανόνες περί δημοσίων συμβάσεων και σε διαδικασίες προσλήψεων μέσω ΑΣΕΠ. Τι θα γίνεται με τα έσοδα Κεντρικό επιχείρημα της κυβέρνησης είναι ότι τα έσοδα από τη λειτουργία και αξιοποίηση των χώρων δεν θα αποτελούν ιδιωτικό κέρδος, αλλά θα επιστρέφουν στον ΟΔΑΠ και στον πολιτισμό. Ο Άκης Σκέρτσος επικαλείται στοιχεία σύμφωνα με τα οποία τα έσοδα του ΟΔΑΠ ανήλθαν σε περίπου 400 εκατ. ευρώ την περίοδο 2015-2018, ενώ την περίοδο 2022-2025 έφθασαν περίπου τα 758 εκατ. ευρώ. Κατά την κυβερνητική επιχειρηματολογία, η δημιουργία ενός εξειδικευμένου επιχειρησιακού φορέα επιδιώκει να ενισχύσει περαιτέρω αυτή τη δυναμική, αφήνοντας στον ΟΔΑΠ τον στρατηγικό σχεδιασμό και την εποπτεία. Η αντιπαράθεση για την «ιδιωτικοποίηση» Οι επικρίσεις επικεντρώνονται κυρίως στην επιλογή του εταιρικού μοντέλου για τη διαχείριση δραστηριοτήτων που συνδέονται με την πολιτιστική κληρονομιά. Η κυβέρνηση απαντά ότι πρέπει να γίνεται σαφής διάκριση μεταξύ κυριότητας και διαχείρισης, τονίζοντας ότι η ανάθεση επιχειρησιακών αρμοδιοτήτων σε μια Ανώνυμη Εταιρεία του Δημοσίου δεν συνεπάγεται μεταβίβαση των ίδιων των μνημείων. Ο Σκέρτσος χαρακτηρίζει τις αναφορές περί «ξεπουλήματος» αντιπολιτευτικό «fake news» και υποστηρίζει ότι μεγαλύτερη απειλή για τα μνημεία αποτελεί η υποχρηματοδότηση, τα κλειστά πωλητήρια και αναψυκτήρια, οι ανεπαρκείς υπηρεσίες και η απώλεια δυνητικών εσόδων. Η κυβερνητική πλευρά επικαλείται ακόμη την πολιτική των τελευταίων ετών στον τομέα του πολιτισμού, αναφέροντας την έναρξη λειτουργίας 34 νέων μουσείων από το 2019, καθώς και νέες ελληνικές εγγραφές στον κατάλογο Παγκόσμιας Κληρονομιάς της UNESCO. Το βασικό σημείο της αντιπαράθεσης, συνεπώς, δεν αφορά την τυπική κυριότητα των μνημείων, η οποία σύμφωνα με το νομοσχέδιο παραμένει δημόσια, αλλά το μοντέλο με το οποίο θα οργανώνεται η οικονομική και επιχειρησιακή αξιοποίησή τους. Η κυβέρνηση παρουσιάζει τη Hellenic Heritage ως εργαλείο εκσυγχρονισμού, αύξησης των εσόδων και βελτίωσης της εμπειρίας των επισκεπτών.
