Δυνατότητα offline συναλλαγών σε περιόδους κρίσης ή διακοπής διαδικτύου και φυσική κάρτα σε άτομα που δεν χρησιμοποιούν έξυπνες συσκευές προνοεί η εφαρμογή του ψηφιακού ευρώ, το οποίο αναμένεται να εφαρμοστεί πλήρως μέχρι το 2030. Διευκρινίζεται ότι η χρήση του είναι προαιρετική, οι χρήσεις του θα είναι δωρεάν, ενώ η ισοτιμία του παραμένει πάντοτε ίδια, έτσι 1 ευρώ ισούται με 1 ψηφιακό ευρώ. Σημειώνεται επίσης ότι το ποσό που θα μπορεί να διατηρεί ένας πολίτης σε ψηφιακά ευρώ θα είναι ανώτατα καθορισμένο και δεν θα χρησιμοποιείται για αποταμίευση. Μιλώντας στο ΚΥΠΕ ο ο Γενικός Διευθυντής της Γενικής Διεύθυνσης Πληρωμών της Κεντρικής Τράπεζας, Στέλιος Γιωργάκης εξήγησε ότι πρόκειται σε απλές γραμμές για μια ακόμα επιλογή πληρωμής, σημειώνοντας ότι το ψηφιακό ευρώ θα αποτελεί την ψηφιακή μορφή των χαρτονομισμάτων και των νομισμάτων που έχουμε ήδη και «δεν τα αντικαθιστούν». Όπως είπε, το soft launch θα γίνει το 2029, ενώ θα έχει όριο στο ποσό που θα μετατρέπεται σε ψηφιακό νόμισμα. Τα μετρητά παραμένουν Η χρήση του ψηφιακού ευρώ δεν είναι υποχρεωτική αλλά αποτελεί επιλογή του καταναλωτή, όπως εξηγείται. Τονίζεται ότι θα συνεχίσουν να υπάρχουν τα χαρτονομίσματα και τα νομίσματα, σημειώνοντας ότι η νομοθεσία διασφαλίζει ότι θα συνεχίσει να εκδίδεται χρήμα μαζί με τη νομοθεσία του ψηφιακού ευρώ, ώστε να έχει πρόσβαση ο πολίτης στα μετρητά και η αποδοχή των μετρητών στις συναλλαγές θα είναι υποχρεωτική. Τα μετρητά παραμένουν λοιπόν, αλλά αφού η ζωή μας έχει ψηφιοποιηθεί και αποτελούν σύνηθης επιλογή οι online συναλλαγές, προστίθεται και το ψηφιακό ευρώ. Σημαντικό είναι ότι μπορεί να χρησιμοποιηθεί από ένα πρόσωπο σε άλλο πρόσωπο, όπως γίνεται τώρα με συστήματα όπως η revolut ή quick pay, είτε να γίνονται πληρωμές σε κατάστημα όπως πληρώνουν με το κινητό όπου είναι περασμένη η κάρτα τους, καθώς και διαδικτυακά σε πληρωμές προς την Κυβέρνηση. Το όφελος Σε σχέση με το όφελος της χρήσης του ψηφιακού ευρώ, ο κ. Γιωργάκης ανέφερε ότι στην καθημερινότητα, όταν όλα λειτουργούν ομαλά, η εμπειρία θα είναι παρόμοια με τις πληρωμές που γίνονται με κάρτα μέσω του ενσωματωμένου wallet στο κινητό του χρήστη. Διευκρίνισε ότι θα παρέχει την ίδια εμπειρία και τον τρόπο πληρωμής σε όλη την Ευρωζώνη. Είπε επίσης ότι το ψηφιακό ευρώ αποτελεί στην ουσία ένα δίχτυ ασφαλείας για την Ευρώπη, εξηγώντας ότι κάποιες χώρες έχουν εθνικά συστήματα πληρωμής, κάτι που δεν έχουμε στην Κύπρο, ως εκ τούτου εξαρτόμαστε κατά 99% από τη Visa και τη mastercard. «Ακόμα και όσοι χρησιμοποιούν άλλες επιλογές πληρωμής, στην ουσία το σύστημα πληρωμής που χρησιμοποιείται είναι το ίδιο». Αυτό το σύστημα πληρωμής θα είναι εξ ολοκλήρου ευρωπαϊκό ανέφερε. «Το όφελος μας είναι στο ότι δεν μπορεί κάποιος να έρθει και να επέμβει στη χρήση μας εκείνων των μέσων πληρωμής», είπε παραπέμποντας στην περίπτωση του πολέμου της Ρωσίας στην Ουκρανία και την διακοπή της πρόσβασης στη Visa, στη Mastercard και στο Swift, ώστε να μην μπορούν να κάνουν συναλλαγές με αυτά τα διεθνή μέσα πληρωμής. Κάρτα και offline συναλλαγές Για σκοπούς συμπεριληπτικότητας, τους πιο ηλικιωμένους θα υπάρχει κάρτα, εφαρμόζοντας το financial inclusion. «Θα υπάρχει και μια πρόνοια με κάρτα η οποία θα εξυπηρετεί όλους όσοι δεν μπορούν να λειτουργήσουν, με τις έξυπνες συσκευές ή με το computer». Αυτό που εκκρεμεί είναι με ποιον οργανισμό θα συμβληθεί η Κεντρική Τράπεζα για παγκύπρια εξυπηρέτηση. Η χρήση του ψηφιακού ευρώ θα δίνει τη δυνατότητα για offline συναλλαγές, όπου δεν υπάρχει σύνδεση στο διαδίκτυο. Η προϋπόθεση σε τέτοια περίπτωση είναι τα χρήματα να βρίσκονται ήδη στον λογαριασμό του ψηφιακού ευρώ. Μπορεί επίσης να αποτελέσει ένα σημείο αποθήκευσης χρημάτων και χρήση τους μόνο σε περίοδο ανάγκης. Βασικός στόχος είναι η δημιουργία ενός μέσου πληρωμών που θα είναι ιδιαίτερα εύχρηστο για τους πολίτες και ειδικά για τους νέους χρήστες. «Το σημαντικό και ειδικά για τη νεολαία είναι το 'user experience'. Αυτοί βλέπουν, όλοι βλέπουν την ευκολία τους. Οπότε εκείνο που θα σχεδιάσουμε θα είναι εξίσου ή πιο εύχρηστο από τα υφιστάμενα μέσα πληρωμής», είπε, προσθέτοντας ότι το ψηφιακό ευρώ «θα είναι πάντα διαθέσιμο, δηλαδή θα έχει σχεδόν εκατό τοις εκατό διαθεσιμότητα Εξήγησε ότι αυτό θα είναι χρήσιμο σε περιπτώσεις όπου τα συστήματα ηλεκτρονικών πληρωμών δεν λειτουργούν, ή και σε περιπτώσεις κρίσεων, όπου για οποιοδήποτε λόγο τα τερματικά ανάληψης χρημάτων δεν λειτουργούν. Soft launch το 2029 Σε σχέση με το πότε θα τεθεί σε εφαρμογή, αυτό που αναφέρθηκε είναι ότι με την ολοκλήρωση του νομικού πλαισίου και των νομικών διατάξεων, που αναμένεται μέχρι τέλος του 2026, μέσα του 27 μέχρι Q3 του 27 θα υπάρξει μια πιλοτική εφαρμογή για να εξεταστεί η λειτουργικότητα και τυχόν αδυναμίες. Όπως εξήγησε, στην πιλοτική φάση θα συμμετέχουν «κυρίως οι κεντρικές τράπεζες, τράπεζες και επιλεγμένοι πάροχοι υπηρεσιών πληρωμών». Πρόσθεσε ότι στόχος είναι «στο 2029 να έχουμε το λεγόμενο soft launch», δηλαδή «μια πρώτη έκδοση», ενώ «πλήρη έκδοση του ψηφιακού ευρώ» τοποθέτησε «μέσα στο 2030». Παράλληλα, ανέφερε ότι πέραν της τεχνικής προετοιμασίας θα πρέπει να εντατικοποιηθεί και η ενημέρωση όλων των εμπλεκομένων. Όπως είπε, πρέπει «να εντατικοποιηθεί επίσης η προσπάθειά μας επιμόρφωσης και του κόσμου, αλλά και των τραπεζών, των παρόχων υπηρεσιών πληρωμών καθώς και των εμπόρων». Πηγή: ΚΥΠΕ
Η Ευρωπαϊκή Επιτροπή δεν έχει λάβει οποιοδήποτε αίτημα για άρση της ασυλίας του πρώην Επιτρόπου Δημήτρη Αβραμόπουλου σε σχέση με τη θητεία του στην Κομισιόν, ανέφερε εκπρόσωπος της Επιτροπής απαντώντας σε ερωτήματα του ΚΥΠΕ για την υπόθεση, αποφεύγοντας παράλληλα να σχολιάσει τις εν εξελίξει διαδικασίες στις βελγικές και ελληνικές αρχές. Επιπλέον, η Κομισιόν δήλωσε ότι έλαβε γνώση, μέσω δημοσιευμάτων του Τύπου, της έκδοσης ευρωπαϊκού εντάλματος σύλληψης από τις βελγικές αρχές σε βάρος του πρώην Επιτρόπου Δημήτρη Αβραμόπουλου. Απαντώντας σε ερωτήματα του ΚΥΠΕ, εκπρόσωπος της Επιτροπής ανέφερε ότι η Κομισιόν δεν σχολιάζει εν εξελίξει ποινικές διαδικασίες ενώπιον των βελγικών αρχών ούτε τις διαδικασίες που αφορούν πιθανή άρση της ασυλίας του κ. Αβραμόπουλου από τις ελληνικές αρχές. «Η Επιτροπή δεν έχει λάβει οποιοδήποτε αίτημα για άρση της ασυλίας του κ. Αβραμόπουλου όσον αφορά τη θητεία του ως Ευρωπαίου Επιτρόπου», σημείωσε ο εκπρόσωπος. Παράλληλα, υπενθύμισε ότι η Επιτροπή είχε εγκρίνει τη αμειβόμενη δραστηριότητα του κ. Αβραμόπουλου μετά τη λήξη της θητείας του ως μέλους του Επίτιμου Συμβουλίου της Ένωσης κατά της Ατιμωρησίας και για τη Μεταβατική Δικαιοσύνη (Association Against Impunity and for Transitional Justice), με απόφαση της 3ης Φεβρουαρίου 2021, κατόπιν σχετικής γνωμοδότησης της Ανεξάρτητης Επιτροπής Δεοντολογίας της Κομισιόν στις 10 Δεκεμβρίου 2020. Σύμφωνα με τον εκπρόσωπο, η έγκριση τέτοιων δραστηριοτήτων πρώην Επιτρόπων αποτελεί απόφαση του συνόλου του Σώματος των Επιτρόπων, ενώ τα σχετικά έγγραφα έχουν δημοσιοποιηθεί από την Ευρωπαϊκή Επιτροπή.
