Ο Ρώσος πρόεδρος Βλαντίμιρ Πούτιν δήλωσε σήμερα ότι η Ουκρανία επιτίθεται σε μη στρατιωτικές υποδομές στη Ρωσία σε μια προσπάθεια να αποσταθεροποιήσει την κοινωνία. Η Επιτροπή Οικονομικής και Νομισματικής Πολιτικής (ECON) του Ευρωπαϊκού Κοινοβουλίου ενέκρινε την Τρίτη τη διαπραγματευτική της θέση για το νομοθετικό πακέτο που αφορά το ψηφιακό ευρώ και το καθεστώς του ενιαίου νομίσματος, ανοίγοντας τον δρόμο για τις επόμενες διαπραγματεύσεις με το Συμβούλιο της ΕΕ. Σύμφωνα με σχετική ανακοίνωση, ο νομοθετικός φάκελος για τη θέσπιση του ψηφιακού ευρώ εγκρίθηκε με 43 ψήφους υπέρ, 14 κατά και μία αποχή. Όπως αναφέρεται, το ψηφιακό ευρώ θα αποτελεί ηλεκτρονική μορφή χρήματος που θα εκδίδεται από την Ευρωπαϊκή Κεντρική Τράπεζα (ΕΚΤ) και θα μπορεί να χρησιμοποιείται τόσο διαδικτυακά όσο και εκτός σύνδεσης. Οι online συναλλαγές θα βασίζονται σε σύστημα λογαριασμών, ενώ οι offline πληρωμές θα πραγματοποιούνται απευθείας μέσω τοπικών συσκευών αποθήκευσης. Πιο συγκεκριμένα, η λειτουργία εκτός σύνδεσης θα είναι αντίστοιχη με τη χρήση φυσικών μετρητών, καθώς η απώλεια της συσκευής θα συνεπάγεται και την απώλεια των χρημάτων που είναι αποθηκευμένα σε αυτήν, χωρίς δυνατότητα επιστροφής τους. Το Ευρωκοινοβούλιο επισημαίνει ότι στο νέο σύστημα θα ενσωματωθούν οι αρχές της «προστασίας της ιδιωτικότητας εξ ορισμού» και της «προστασίας της ιδιωτικότητας ως προεπιλογή». Προβλέπεται η χρήση τεχνολογιών όπως οι «αποδείξεις μηδενικής γνώσης» (zero-knowledge proofs), ώστε να είναι δυνατή η επαλήθευση συναλλαγών χωρίς αποκάλυψη προσωπικών δεδομένων. Η ΕΚΤ δεν θα έχει πρόσβαση σε στοιχεία ταυτοποίησης των χρηστών. Σύμφωνα με την πρόταση, όλοι οι πάροχοι υπηρεσιών πληρωμών, περιλαμβανομένων τραπεζών, παρόχων ηλεκτρονικού χρήματος, ταχυδρομικών υπηρεσιών και αδειοδοτημένων παρόχων κρυπτοπεριουσιακών στοιχείων, θα μπορούν να διαθέτουν το ψηφιακό ευρώ σε ολόκληρη την ΕΕ. Οι περισσότερες επιχειρήσεις θα υποχρεούνται να αποδέχονται το ψηφιακό ευρώ, με εξαιρέσεις για αυτοεργοδοτούμενους και μικρές ή πολύ μικρές επιχειρήσεις που δεν δέχονται άλλες μορφές ψηφιακών πληρωμών. Η χρήση του θα είναι επίσης διαθέσιμη σε επισκέπτες και τουρίστες, αλλά και υπό προϋποθέσεις, σε άτομα που διαμένουν εκτός της ζώνης του ευρώ. Η ανακοίνωση αναφέρει ότι βασικές υπηρεσίες, όπως το άνοιγμα λογαριασμού, η κατοχή και διαχείριση κεφαλαίων και η παροχή τουλάχιστον ενός μέσου πληρωμής, θα παρέχονται δωρεάν. Οι offline συναλλαγές θα είναι επίσης χωρίς χρέωση. Για λόγους χρηματοπιστωτικής σταθερότητας προβλέπεται ανώτατο όριο στο ποσό ψηφιακών ευρώ που θα μπορεί να κατέχει κάθε φυσικό πρόσωπο. Οι Ευρωβουλευτές προτείνουν το όριο να καθορίζεται από την Κομισιόν, κατόπιν εισήγησης της ΕΚΤ και να επανεξετάζεται τουλάχιστον ανά διετία. Παράλληλα, οι επιχειρήσεις δεν θα μπορούν να διατηρούν ψηφιακά ευρώ πέραν της συγκέντρωσης εισερχόμενων πληρωμών για διάστημα έως 24 ωρών. Σύμφωνα με το Ευρωκοινοβούλιο, πριν από την εισαγωγή του ψηφιακού ευρώ, η ΕΚΤ θα πρέπει να ολοκληρώσει το κανονιστικό πλαίσιο, να αναπτύξει τις απαραίτητες υποδομές και να πραγματοποιήσει πιλοτικές δοκιμές. Μετά την έγκριση της νομοθεσίας προβλέπεται μεταβατική περίοδος τουλάχιστον 24 μηνών για την προσαρμογή των τραπεζών, των παρόχων υπηρεσιών και των χρηστών. Σημειώνεται ότι οι κυβερνήσεις και οι πάροχοι θα υλοποιήσουν εκστρατείες ενημέρωσης του κοινού. Παράλληλα, η Επιτροπή Οικονομικής και Νομισματικής Πολιτικής ενέκρινε δεύτερο νομοθετικό φάκελο που αφορά τη διάθεση του ψηφιακού ευρώ από παρόχους υπηρεσιών πληρωμών εγκατεστημένους σε κράτη μέλη εκτός ευρωζώνης, με 43 ψήφους υπέρ, 9 κατά και 6 αποχές. Εγκρίθηκε επίσης τρίτος φάκελος για το καθεστώς νόμιμου χρήματος των τραπεζογραμματίων και κερμάτων ευρώ, με 46 ψήφους υπέρ, 4 κατά και 8 αποχές. Η πρόταση προβλέπει ότι τα κράτη μέλη της ευρωζώνης θα πρέπει να διασφαλίζουν την πρόσβαση στα μετρητά και να προετοιμάζονται για ενδεχόμενες διακοπές των ψηφιακών συστημάτων πληρωμών. Παράλληλα, οι επιχειρήσεις δεν θα μπορούν να αποκλείουν τη χρήση μετρητών μέσω πινακίδων ή τυποποιημένων συμβατικών όρων. Τα κράτη μέλη θα πρέπει επίσης να παρακολουθούν τακτικά τη διαθεσιμότητα μετρητών, δίνοντας ιδιαίτερη προσοχή σε ευάλωτες ομάδες, όπως οι ηλικιωμένοι, τα άτομα με χαμηλό εισόδημα και όσοι δεν διαθέτουν τραπεζικό λογαριασμό. Σε δήλωσή του που παρατίθεται στην ανακοίνωση, ο εισηγητής του Ευρωπαϊκού Κοινοβουλίου, Φερνάντο Ναβαρέτε Ρόχας (ΕΛΚ), ανέφερε ότι το ψηφιακό ευρώ θα λειτουργεί συμπληρωματικά προς τα μετρητά και όχι ως υποκατάστατό τους, ενώ υπογράμμισε ότι στόχος είναι η παροχή μίας ασφαλούς, ανθεκτικής και ευρωπαϊκής ψηφιακής επιλογής πληρωμών με ενσωματωμένες εγγυήσεις προστασίας της ιδιωτικότητας.
