Η νέα κατάρρευση μπαλκονιού, σε συγκρότημα διαμερισμάτων στην παραλιακή Λεμεσό, επαναφέρει για πολλοστή φορά το ζήτημα των επικίνδυνων κτηρίων. Το νέο περιστατικό έχει σημειωθεί σε κτήριο το οποίο έχει κριθεί ακατάλληλο και είναι ήδη στη διαδικασία αποκατάστασης.. Πρόκειται για κτήριο με πέραν των 50 διαμερισμάτων κάποια από τα οποία μάλιστα εξακολουθούν να κατοικούνται, ενώ το 2022 στο ίδιο κτήριο σημειώθηκε και πάλι κατάρρευση μπαλκονιού. Η ανάγκη εκσυγχρονισμού της νομοθεσίας και των διαδικασιών κάνει το ζήτημα ακόμη πιο πολύπλοκο, ενώ πολλά κτήρια τα οποία έχουν κριθεί κατεδαφιστέα οι ιδιοκτήτες τους αναμένουν την άδεια κατεδάφισης για να προχωρήσουν. Όλα αυτά συνθέτουν ένα χαώδες σκηνικό ως προς τη διαχείριση της όλης κατάστασης από τον ΕΟΑ, που έχει την ευθύνη για έλεγχο των διαδικασιών… Σύμφωνα με πληροφορίες του Σίγμα, στη Λεμεσό καταγράφονται περίπου 160 επικίνδυνα και ετοιμόρροπα κτήρια, ενώ γύρω στις 1.100 οικοδομές βρίσκονται υπό έρευνα ή στο μικροσκόπιο του ΕΟΑ Λεμεσού ως εν δυνάμει επικίνδυνες. Κοινό μυστικό όλων των αρμοδίων υπηρεσιών που χρήζει άμεσης αντιμετώπισης, είναι οι χρονοβόρες διαδικασίες που απαιτούνται με τα επικίνδυνα κτήρια και τα επόμενα βήματα που πρέπει να ακολουθηθούν. Βήματα, τα οποία κυριολεκτικά σκοντάφτουν στην ανάγκη για εκσυγχρονισμό της νομοθεσίας. Πονοκέφαλο για τον ΕΟΑ αποτελεί και το κόστος αποκατάστασης ή παρεμβάσεων στα επικίνδυνα κτήρια που υπολογίζεται στα €8 εκατομμύρια. Σύμφωνα με εκπρόσωπο του ΕΟΑ και με βάση την τελευταία καταγραφή, 370 επικίνδυνα υποστατικά ανατέθηκαν για ελέγχους σε ιδιώτες πολιτικούς μηχανικούς για οπτικό έλεγχο, ενώ από αυτούς τους ελέγχους έχουν αποπερατωθεί 296 και περίπου 160 κτήρια κρίθηκαν επικίνδυνα. Σε κάποια μάλιστα από αυτά τα επικίνδυνα κτήρια διαμένουν πρόσωπα, ενώ με βάση την υφιστάμενη νομοθεσία οι διαδικασίες απομάκρυνσης των ενοίκων δεν είναι καθόλου εύκολες.
12.930 κενές θέσεις εργασίας - 12.385 εγγεγραμμένοι άνεργοι, αριθμητική εξίσωση που, στην πράξη, παραμένει άλυτη. Στο εμπόριο και την εστίαση οι κενές θέσεις υπερβαίνουν τους εγγεγραμμένους ανέργους, ενώ σε επαγγελματικές και τεχνικές δραστηριότητες οι αριθμοί είναι σχεδόν ίσοι. Αντίθετη εικόνα καταγράφεται στη δημόσια διοίκηση και την εκπαίδευση, όπου οι άνεργοι είναι πολλαπλάσιοι των διαθέσιμων θέσεων. Στις κατασκευές καταγράφονται 1.330 κενές θέσεις, ενώ σε διοικητικές υπηρεσίες και ενημέρωση οι κενές θέσεις ανέρχονται σε 789 και 132 αντίστοιχα. «Οι εγγεγραμμένες κενές θέσεις δεν σημαίνει ότι αντιστοιχούν στα επαγγέλματα στα οποία έχουμε καταχωρημένα άτομα που επιζητούν να ενταχθούν στην αγορά εργασίας. Αυτή η ποιοτική ανάλυση είναι κάτι που πρέπει να γίνει έτσι ώστε να μπορέσουμε να στοχεύσουμε μέτρα», ανέφερε η αναπληρώτρια Γενική Διευθύντρια της ΟΕΒ. «Ενδεχομένως να παίζει ρόλο και η εποχικότητα κάποιων επαγγελμάτων, όπως η τουριστική βιομηχανία, η ξενοδοχειακή και άλλες παρεμφερείς βιομηχανίες, οι οποίες να δημιουργούν αυτό το ισοζύγιο», σημείωσε ο Γενικός Γραμματέας του ΚΕΒΕ. «Ο Αύγουστος είναι ένας μήνας ο οποίος λήγουν αρκετές συμβάσεις ιδιαίτερα εκπαιδευτικών έχουν λήξει οπότε υπάρχει και το στοιχείο της εποχικότητας για να φτάσουμε στους αριθμούς που αναφέρθηκαν από προηγούμενες γύρω στις 2.810», ανέφερε ο Υπουργός Εργασίας. Η εικόνα αποτυπώνεται και στο μορφωτικό επίπεδο των εγγεγραμμένων ανέργων. ΜΟΡΦΩΤΙΚΟ ΕΠΙΠΕΔΟ Ανώτερη εκπαίδευση: 7.196 Γενική μέση εκπαίδευση: 3.562 Τεχνική μέση εκπαίδευση: 653 Δημοτική εκπαίδευση: 947 Χωρίς εκπαίδευση: 27 «Αυτό καταδεικνύει επίσης και την ανάγκη για στελέχωση των επιχειρήσεων με εξειδικευμένο αλλά και ανειδίκευτο προσωπικό», είπε ο Γενικός Γραμματέας του ΚΕΒΕ. «Χρειάζεται ένα και ολοκληρωμένο σύστημα και κατάρτισης και επανακατάρτισης το οποίο να συνδέεται και με τις ανάγκες. Τι ανάγκες έχουμε σήμερα, σε ποιους τομείς έχουμε ανάγκη», σημείωσε η ΓΓ της ΠΕΟ. «Οφείλουμε μεταξύ της κυβέρνησης και των κοινωνικών εταίρων να συζητήσουμε για ένα νέο μοντέλο της αγοράς εργασίας, το οποίο να συνδυάζει και να διασυνδέει τόσο την εκπαίδευση και την κατάσταση με τις ανάγκες της αγοράς-εργασίας», σημείωσε ο Αναπληρωτής ΓΓ της ΣΕΚ. Υπάρχουν, όμως, και περιπτώσεις όπου θέσεις εργασίας προτείνονται μέσω των Γραφείων Εργασίας, αλλά δεν γίνονται αποδεκτές από τους ανέργους. Και στους λόγους για τους οποίους ορισμένες θέσεις παραμένουν κενές, μπαίνει και το ζήτημα των όρων απασχόλησης και των απολαβών. «Σε ένα μεγάλο βαθμό αυτά που παρουσιάζονται ως κενές θέσεις, έναν κομμάτι είναι θέσεις οι οποίες κινούνται πέριξ του κατώτατου μισθού, ο οποίος κατώτατος μισθός σήμερα κανένας δεν μπορεί να πει ότι είναι επαρκές μισθός», είπε η ΓΓ της ΠΕΟ. «Οι υπηρεσίες απασχόλησης διερευνούν συνεχώς αυτά τα στοιχεία ούτως ώστε να βλέπουμε πού υπάρχουν ακριβώς οι κενές θέσεις, πού υπάρχουν περίσσευμα ατόμων που είναι άνεργοι. Η προσπάθεια είναι και μέσω προγραμμάτων με την ΑΝΑΔ να προσφέρει εκπαίδευση στο εργατικό προσωπικό, να μην πούμε εργατικό προσωπικό», σημείωσε ο Υπουργός Εργασίας. Η ανεργία παραμένει σε χαμηλά επίπεδα, στο 3,6% το δεύτερο τρίμηνο του 2026 και ο αριθμός των κενών θέσεων εργασίας καταγράφει μείωση 19,5% σε σχέση με το αντίστοιχο τρίμηνο του 2025. Σύμφωνα με τον Υπουργό Εργασίας, σε συνεργασία με το Υπουργείο Οικονομικών θα πρέπει να εντοπιστεί η ρίζα του προβλήματος, με προτεραιότητα στην απασχόληση Κυπρίων και Ευρωπαίων πολιτών και, όπου υπάρχουν ανάγκες, στη διασφάλιση επάρκειας εργατικού δυναμικού.
