Ο Γενικός Γραμματέας των Ηνωμένων Εθνών Αντόνιο Γκουτέρες επιθυμεί την επανέναρξη των διαπραγματεύσεων για το Κυπριακό πριν από τη λήξη της θητείας του και σε αυτό το πλαίσιο πρέπει να τοποθετηθεί χρονικά η διευρυμένη συνάντηση 5+1, σύμφωνα με αρμόδιες πηγές με γνώση των διαβουλεύσεων. Οι ίδιες πηγές αναφέρουν ότι η διευρυμένη συνάντηση θα συγκληθεί αποκλειστικά με στόχο να ανακοινωθεί η έναρξη ουσιαστικών διαπραγματεύσεων και ότι θα πρέπει να προηγηθεί σοβαρή προετοιμασία από όλα τα εμπλεκόμενα μέρη, ώστε να δημιουργηθούν οι προϋποθέσεις για ουσιαστική πρόοδο. Σύμφωνα με τις ίδιες πληροφορίες, ο Γενικός Γραμματέας εξασφάλισε τη θετική συγκατάθεση όλων των μερών για τη σύγκληση της διευρυμένης συνάντησης, εξέλιξη που, όπως σημειώνουν οι ίδιες πηγές, δεν ήταν δεδομένη μέχρι πριν από περίπου δύο εβδομάδες. Όπως αναφέρουν, καθοριστική υπήρξε η τηλεφωνική επικοινωνία που είχε ο κ. Γκουτέρες με τον Υπουργό Εξωτερικών της Τουρκίας Χακάν Φιντάν, από τον οποίο έλαβε το «πράσινο φως» το βράδυ της Κυριακής. Η βάση της επόμενης φάσης Οι ίδιες πηγές χαρακτηρίζουν την εξέλιξη ως θετική και ουσιαστική, σημειώνοντας ότι πλέον υπάρχει η σύμφωνη γνώμη όλων των εμπλεκομένων για το επόμενο βήμα της διαδικασίας, ενώ το γεγονός ότι δεν προέκυψε αδιέξοδο επιτρέπει, όπως αναφέρουν, τη μετάβαση από το στάδιο της προετοιμασίας στο στάδιο της ουσίας. Αναφέρουν ακόμη ότι ο Γενικός Γραμματέας του ΟΗΕ μετέφερε στην κυπριακή κυβέρνηση πως η διαδικασία θα κινηθεί στη λογική του Πλαισίου Γκουτέρες, χωρίς αυτό να φέρει κατ' ανάγκην τη συγκεκριμένη ονομασία. Η προσπάθεια θα οικοδομηθεί πάνω στις συγκλίσεις που έχουν ήδη επιτευχθεί και στις αποκλίσεις που εξακολουθούν να υπάρχουν. Προσθέτουν ότι ο Γενικός Γραμματέας παραμένει δεσμευμένος στο συμφωνημένο πλαίσιο των Ηνωμένων Εθνών και ότι το διαπραγματευτικό κεκτημένο και το σώμα εργασίας που έχει διαμορφωθεί όλα τα προηγούμενα χρόνια δεν χάνονται, αλλά αποτελούν τη βάση πάνω στην οποία θα στηριχθεί η επόμενη φάση της διαδικασίας. Σύμφωνα με όσα μετέφερε ο Γενικός Γραμματέας, συνεχίζουν οι ίδιες πηγές, η διαδικασία θα κινείται εντός του πλαισίου των σχετικών ψηφισμάτων του Συμβουλίου Ασφαλείας, με στόχο μια λύση που θα διασφαλίζει τις τρεις αδιαπραγμάτευτες ιδιότητες της μιας κυριαρχίας, μια ιθαγένειας και μια διεθνής προσωπικότητας ("three singles"), θα είναι συμβατή με το ευρωπαϊκό κεκτημένο σε ολόκληρη την επικράτεια της Κύπρου και θα αντιμετωπίζει τα ζητήματα ασφάλειας, περιλαμβανομένης της κατάργησης του συστήματος των εγγυήσεων και της αποχώρησης των κατοχικών στρατευμάτων. Αρμόδιες πηγές σημειώνουν επίσης ως ιδιαίτερα σημαντικές τις δημόσιες αναφορές του Γενικού Γραμματέα τόσο στις συγκλίσεις όσο και στο Κραν Μοντανά, καθώς και στις εγγυήτριες δυνάμεις και στον ρόλο που μπορούν να διαδραματίσουν. Επισημαίνουν ακόμη ότι ο κ. Γκουτέρες αναφέρθηκε σε «λαό» και όχι στις «κοινότητες», κάτι που, σύμφωνα με τις ίδιες πηγές, απουσίαζε από προηγούμενες δημόσιες τοποθετήσεις του. Πρόταση για τα οδοφράγματα Σε ό,τι αφορά τα μέτρα οικοδόμησης εμπιστοσύνης, οι ίδιες πηγές αναφέρουν ότι ο Γενικός Γραμματέας επιδίωξε να διαπιστώσει κατά πόσο υπάρχει περιθώριο προόδου, κυρίως στο θέμα των νέων σημείων διέλευσης. Στο πλαίσιο αυτό υπέβαλε πρόταση για ταυτόχρονη διάνοιξη του οδοφράγματος της Μιας Μηλιάς και σημείου διέλευσης στην περιοχή της Αθηένου, με διαφορετική όδευση. Σύμφωνα με τις ίδιες πληροφορίες, ο Πρόεδρος της Δημοκρατίας αποδέχθηκε την πρόταση και συμφώνησε να ανακοινωθεί ακόμα και, με τον Γενικό Γραμματέα να τη χαρακτηρίζει «εύλογο συμβιβασμό». Ωστόσο ο Τουρκοκύπριος ηγέτης δεν την αποδέχθηκε και δεν υπήρξε σχετική ανακοίνωση. Προτάσεις από ΠτΔ για αγνοούμενους και πρωτοβουλίες καλής θέλησης Οι ίδιες πηγές αναφέρουν ακόμη ότι ο Πρόεδρος Χριστοδουλίδης πρότεινε να συμπεριληφθούν μέτρα για τους αγνοουμένους, με στόχο τη διευκόλυνση του έργου της Διερευνητικής Επιτροπής Αγνοουμένων μέσω πρόσβασης σε περισσότερες στρατιωτικές περιοχές και στα αρχεία του τουρκικού στρατού. Ο Γενικός Γραμματέας αναγνώρισε, σύμφωνα με τις ίδιες πληροφορίες, τη σημασία του ζητήματος, χωρίς ωστόσο να υπάρξει σχετική ανακοίνωση. Παράλληλα, σύμφωνα με τις ίδιες πηγές, ο Πρόεδρος της Δημοκρατίας έθεσε στον Γενικό Γραμματέα πρόταση για πρωτοβουλίες καλής θέλησης ή βήματα αμοιβαίου οφέλους μεταξύ της Κυπριακής Δημοκρατίας και της Τουρκίας. Εκτιμάται ότι ο κ. Γκουτέρες μπορεί να μεταφέρει τις σχετικές εισηγήσεις, αξιοποιώντας τον δίαυλο επικοινωνίας που διατηρεί με τον Τούρκο Υπουργό Εξωτερικών. Εξάλλου στην Κύπρο αναμένεται να αφιχθεί τα μεσάνυχτα της Πέμπτης ο Ειδικός Εκπρόσωπος της Ευρωπαϊκής Ένωσης για το Κυπριακό, Ραφαέλε Φίτο, ο οποίος θα πραγματοποιήσει επαφές την Παρασκευή και θα αναχωρήσει την ίδια ημέρα.
