Τη νομοθετική ρύθμιση των αδειών ασθενείας στον δημόσιο τομέα προωθεί ο Υπουργός Δικαιοσύνης και Δημοσίας Τάξεως, Κώστας Φυτιρής, με σκοπό τον περιορισμό των καταχρήσεων. Από την πλευρά τους, οι συντεχνίες των ημικρατικών οργανισμών ΟΗΟ-ΣΕΚ και ΣΗΔΗΚΕΚ-ΠΕΟ ζητούν διάλογο πριν από την όποια νομοθετική ρύθμιση προκειμένου να καταθέσουν τις απόψεις τους επί του ζητήματος. Μιλώντας στο ΚΥΠΕ, ο Υπουργός Δικαιοσύνης και Δημοσίας Τάξεως, Κώστας Φυτιρής, διευκρίνισε ότι η συζητούμενη νομοθετική ρύθμιση αφορά όλη τη δημόσια υπηρεσία και όχι μόνο το Υπουργείο του οποίου προΐσταται, προσθέτοντας ότι είχε προηγηθεί διυπουργική σύσκεψη με τους Υπουργούς Οικονομικών, Εργασίας και Υγείας για το εν λόγω θέμα. Ο κ. Φυτιρής είχε την Τρίτη συνάντηση για το θέμα με τον Πρόεδρο του Παγκύπριου Ιατρικού Συλλόγου, Δρα Πέτρο Αγαθαγγέλου, σε συνέχεια της διυπουργικής σύσκεψης της 19ης Ιουνίου 2026 για το ζήτημα των αναρρωτικών αδειών στον δημόσιο τομέα. Ο διάλογος, είχε ανακοινώσει το Υπουργείου, με τον Παγκύπριο Ιατρικό Σύλλογο θα συνεχιστεί, «με σεβασμό στις εσωτερικές διαδικασίες του». Από την πλευρά του, ο Γενικός Γραμματέας της ΟΗΟ-ΣΕΚ, Ανδρέας Ηλία, δήλωσε στο ΚΥΠΕ ότι «τα θέματα των αδειών ασθενείας αποτελούν ένα δικαίωμα για τους εργαζομένους, το οποίο ασκείται όταν και εφόσον χρειάζεται για εργαζομένους που παρουσιάζουν προβλήματα υγείας». Παράλληλα, τόνισε πως «όταν τα προβλήματα υγείας είναι σοβαρά και χρόνια, χρειάζεται μεγάλη προσοχή στον τρόπο με τον οποίο πρέπει να διαχειριστούμε οποιεσδήποτε αλλαγές σε τέτοιου είδους δικαιώματα για τους εργαζομένους, αν υπάρχει και καταδεικνύεται πρόβλημα σε σχέση με το θέμα της δυνατότητας περιορισμού των αδειών ασθενείας εκεί και όπου δεν απαιτείται». Ο κ. Ηλία τόνισε πως, «είμαστε έτοιμοι να συζητήσουμε με την Κυβέρνηση τρόπους αντιμετώπισης του προβλήματος, το οποίο πρέπει η Κυβέρνηση να οριοθετήσει σε σχέση με την έκτασή του». Για την αντιμετώπιση τέτοιων καταστάσεων στον ευρύτερο δημόσιο τομέα, σημείωσε, έχει εισαχθεί ο μηχανισμός του γιατρού εργασίας, ο οποίος αξιολογεί όλες τις άδειες ασθένειας που προσκομίζονται σε έναν οργανισμό και μπορεί να περιορίσει αχρείαστες άδειες ασθενείας που αποστέλλονται ή συνταγογραφούνται ή παραπέμπονται από γιατρούς. Εξέφρασε, επίσης, την πεποίθηση ότι «τέτοιου είδους μηχανισμοί μπορούν να δουλέψουν προς όφελος και του οργανισμού και των υπηρεσιών, αλλά και των ίδιων των εργαζομένων». Την ίδια ώρα, διευκρίνισε ότι «θα ήταν λάθος να θυματοποιήσουμε, μέσα από μία προσπάθεια διαφοροποίησης, δικαιώματα τα οποία έρχονται να καλύψουν ανάγκες εργαζομένων που παρουσιάζουν σοβαρά προβλήματα υγείας». Ο ΓΓ της ΟΗΟ-ΣΕΚ ανέφερε στο ΚΥΠΕ ότι «όλα αυτά θα πρέπει να γίνουν σε ένα διάλογο και αναμένουμε - εάν και εφόσον το κράτος επιθυμεί να κάνει διαφοροποιήσεις - να μπούμε σε έναν τέτοιο διάλογο για να υπάρξει κατάληξη. Θα ήταν λάθος τέτοιου είδους ωφελήματα να προσεγγίζονται και να ρυθμίζονται μονομερώς από το ίδιο το κράτος», επεσήμανε. «Το Υπουργείο Δικαιοσύνης ασχολείται με τις υπηρεσίες που υπάγονται στη δικαιοδοσία του. Παρά ταύτα το θέμα είναι γενικότερο, αφορά ολόκληρο τον δημόσιο και τον ευρύτερο δημόσιο τομέα, διότι όντως υπάρχει μια οριζόντια προσέγγιση για το πώς θα ρυθμίσουμε τέτοιου είδους ζητήματα», επεσήμανε ο Ανδρέας Ηλία. Επομένως, είπε, «χρειάζεται να γίνει ένας διεξοδικός διάλογος - όταν και εφόσον διαμορφωθεί μία εισήγηση και προτού προχωρήσει, διότι χρειάζεται και νομοθετική τροποποίηση, που (πρέπει) να συζητηθεί και να συμφωνηθεί και με το συνδικαλιστικό κίνημα και του κλειστού δημοσίου τομέα, αλλά και του ευρύτερου δημόσιου τομέα». Σημείωσε, ακόμη, ότι «είμαστε ανοικτοί σε διάλογο στη βάση των προϋποθέσεων που έχουμε θέσει. Έχουμε ιδιαίτερη ευαισθησία για τους χρόνιους ασθενείς και πιστεύω και η Κυβέρνηση και η συντεταγμένη πολιτεία έχουν την ίδια ευαισθησία». Δεν πρέπει, είπε, να γίνουν αλλαγές που να θυματοποιούν ή να αποστερούν ένα δικαίωμα από αυτούς που πραγματικά το έχουν ανάγκη. Από πλευράς του, μιλώντας στο ΚΥΠΕ, ο Γενικός Γραμματέας της ΣΗΔΗΚΕΚ-ΠΕΟ, Νίκος Γρηγορίου, εξέφρασε έκπληξη για τα δημοσιεύματα που αφορούν την πρόθεση του Υπουργού Δικαιοσύνης για ρυθμίσεις στα ζητήματα των αδειών ασθενείας στο δημόσιο, επισημαίνοντας ότι «αυτή η διαδικασία γίνεται με συνταγμένο και δομημένο τρόπο» και ότι «πρέπει να γίνει κατόπιν διαλόγου με τους εμπλεκόμενους». Το αρμόδιο Υπουργείο για να φέρει αυτό το νομοσχέδιο είναι το Υπουργείο Οικονομικών, πρόσθεσε. Γρηγορίου, τονίζοντας ότι το ζήτημα των αδειών ασθενείας είναι ευαίσθητο. «Πρέπει οπωσδήποτε να προστατεύσουμε τον κόσμο που πραγματικά ασθενεί και να τον διευκολύνουμε. Την ίδια στιγμή, καταλαβαίνω ότι πρέπει να αντιμετωπιστούν και φαινόμενα ασυδοσίας, αλλά εμείς θέλουμε να γίνει (αυτό) μέσα από κοινωνικό διάλογο», υπογράμμισε. Την ίδια ώρα, ο ΓΓ της ΣΗΔΗΚΕΚ-ΠΕΟ σημείωσε ότι στη συλλογική σύμβαση που αφορά τους δήμους έχουν γίνει ρυθμίσεις για το ζήτημα των αδειών ασθενείας, προσθέτοντας ότι σε κάποιες περιπτώσεις στους ημικρατικούς οργανισμούς έχει μπει ο γιατρός υπηρεσίας για να ελέγχονται τα ζητήματα που αφορούν τα δικαιολογητικά των αδειών ασθενείας. «Στις αρχές του Σεπτεμβρίου θα έχουμε συνάντηση με τον Γενικό Διευθυντή του Υπουργείου Οικονομικών. Αναμένουμε να τεθεί το ζήτημα επίσημα για να πούμε τις απόψεις μας και να προχωρήσει η όποια ρύθμιση», είπε ο Νίκος Γρηγορίου. «Εμείς θεωρούμε ότι υπάρχει χώρος για συζήτηση, αλλά η συζήτηση πρέπει να γίνει δομημένα», κατέληξε.
