Economic sentiment in Cyprus improved for the third consecutive month, rising marginally in June, on improved business and consumer confidence, according to the benchmark index compiled by the Economics Research Centre of the University of Cyprus. Οι αυξήσεις στις συντάξεις θα κυμαίνονται από 5% μέχρι και 55%, ανάλογα με τις μεταβλητές κάθε περίπτωσης, είπε σε δηλώσεις του στη Βουλή ο Υπουργός Εργασίας και Κοινωνικών Ασφαλίσεων, Μαρίνος Μουσιούττας. Ο κ. Μουσιούττας είχε παρευρεθεί στην Κοινοβουλευτική Επιτροπή Εργασίας για ενημέρωση και ανταλλαγή απόψεων με τα μέλη της Επιτροπής. Μιλώντας στη συνέχεια σε δημοσιογράφους, ο Υπουργός σκιαγράφησε τους βασικούς πυλώνες της συνταξιοδοτικής μεταρρύθμισης, θέμα που απασχόλησε κατά προτεραιότητα τη συζήτηση με τους Βουλευτές. Ταυτόχρονα, χαρακτηρίζοντας τη συζήτηση με τα μέλη της Επιτροπής ως «εποικοδομητική», είπε ότι συζητήθηκαν, επίσης, η πολιτική για τους ξένους εργάτες και η τυχόν αύξηση της άδειας μητρότητας, της γονικής άδειας και της άδειας πατρότητας. Ταυτόχρονα, είπε, αυτό θα δοθεί και για δημόσια διαβούλευση, προκειμένου να πραγματοποιηθούν συζητήσεις με τους κοινωνικούς εταίρους και τα κοινοβουλευτικά κόμματα μέσα στο καλοκαίρι, ώστε με το άνοιγμα της Βουλής να κατατεθεί το νομοθέτημα και να ξεκινήσει η συζήτηση στην αρμόδια επιτροπή της Βουλής. «Σκοπός και στόχος είναι 1/1/2027 να μπορέσει να τεθεί σε εφαρμογή το νέο συνταξιοδοτικό σύστημα», είπε. Σκιαγραφώντας τα χαρακτηριστικά του νέου συστήματος, ο κ. Μουσιούττας είπε ότι θα περιλαμβάνονται αυξήσεις συντάξεων, εισαγωγή νέων ομάδων εισφορέων, και πιστώσεις σε ομάδες του πληθυσμού, οι οποίες είναι πιο δύσκολο να εργαστούν, «όπως είναι οι μητέρες που φροντίζουν τα παιδιά τους, τα ανάπηρα άτομα, οι άτυποι φροντιστές, οι φοιτητές που επιστρέφουν από τις σπουδές τους και για έναν χρόνο μπορεί να ψάχνουν για εργασία. Για όλες αυτές τις κατηγορίες το νέο σύστημα θα επιδοτεί μονάδες, έτσι ώστε να προστίθενται στις μονάδες που θα πάρουν στη συνέχεια από τον εργασιακό τους βίο και να αυξάνεται η συνολική τους σύνταξη», εξήγησε. Κληθείς να δώσει παραδείγματα για τις αυξήσεις στις συντάξεις, ο Υπουργός είπε ότι ένας που είχε εισόδημα €11.000 από την εργασία του (€800 τον μήνα), εργαζόταν για 45 χρόνια και σήμερα παίρνει σύνταξη €504/μήνα, με τη μεταρρύθμιση θα πάρει €750, δηλαδή 50% αύξηση. Ένα άλλο άτομο με τα ίδια χαρακτηριστικά, με σύνταξη €504/μήνα, ο οποίος εμπίπτει στα κριτήρια για πρόσθετα €220 από το μικρό «τσεκούδι» από το Υφυπουργείο Πρόνοιας, άρα συνολικά έπαιρνε €720, η σύνταξή του θα ανεβεί επίσης στα €750, και το «τσεκούδι» θα μειωθεί από τα €220 στα €110, άρα συνολικά θα παίρνει €830 από €720. «Οι αυξήσεις θα υπάρχουν για όλους από 5% μέχρι 50%-55%. Κάποιοι θα λάβουν περισσότερα, κάποιοι θα πάρουν λιγότερα, όλοι όμως θα έχουν αυξήσεις στις συντάξεις τους», είπε, σημειώνοντας ότι η αύξηση θα εξαρτηθεί από διάφορα κριτήρια, όπως είναι τα χρόνια που έχει καταβάλει κάποιος εισφορές, το ύψος των εισφορών, η περιοδικότητα των εισφορών και άλλα. Ερωτηθείς για τη νέα κατηγορία εισφορέων, τους εισοδηματίες, ο Υπουργός είπε ότι άτομο το οποίο δεν έχει εισφορές στο ΤΚΑ και σήμερα παίρνει κοινωνική σύνταξη, αλλά έχει εισοδήματα από μετοχές, ενοίκια κ.λπ., θα υποχρεώνεται να βάζει κοινωνική ασφάλιση για τα έσοδα του. Άτομο το οποίο έχει εισφορές στο ΤΚΑ δεν θα υποχρεώνεται να βάζει για αυτόν τον σκοπό ή θα μπορεί να βάζει σε εθελοντική βάση, για να αυξήσει τη σύνταξή του στο τέλος. «Αυτό αποσκοπεί στην αύξηση των εσόδων του Ταμείου, καθώς και στην αποκατάσταση της στρέβλωσης ότι κάποιοι παίρνουν κοινωνική σύνταξη από το κράτος χωρίς να συνεισφέρουν, ενώ έχουν τη δυνατότητα να το κάνουν», ανέφερε ο Υπουργός, σημειώνοντας ότι με αυτό τον τρόπο εξορθολογίζεται το θέμα. Ερωτηθείς πώς θα εντοπίζονται αυτά τα άτομα, είπε ότι πρέπει να υπάρξει συνεργασία με άλλες αρμόδιες υπηρεσίες, με έγκριση της Επιτρόπου Προσωπικών Δεδομένων, προκειμένου να ανταλλάζονται πληροφορίες μεταξύ των τμημάτων. Εξάλλου, ο Υπουργός ανέφερε ότι το όριο αφυπηρέτησης δεν αυξάνεται, αλλά παραμένει στα 65, ενώ ούτε και οι εισφορές αναμένεται να αυξηθούν. Όσον αφορά την αναλογιστική μείωση του 12%, ο Υπουργός είπε ότι «θα μειωθεί σε κάποιο ποσοστό, άρα θα υπάρξει μείωση της μείωσης, άρα αύξηση στις συντάξεις αυτών που είχαν υποστεί την αναλογιστική μείωση ή αυτών που θα προκύψουν κατά τη μεταβατική περίοδο των 5 χρόνων», είπε, σημειώνοντας ότι αυτή η αύξηση θα είναι πέραν της συνολικής αύξησης που θα δοθεί στις συντάξεις. Ο κ. Μουσιούττας αναφέρθηκε και στον «Πυλώνα Μηδέν», δηλαδή τις κοινωνικές παροχές, όπως η κοινωνική σύνταξη και η κατώτατη σύνταξη, σημειώνοντας ότι σήμερα μέρος αυτών δίνεται από τα κρατικά ταμεία μέσω του Υφυπουργείου Πρόνοιας. Σημείωσε ότι αυτό θα συνεχιστεί, αλλά θα αλλάξει η διαδικασία: ο πολίτης δεν θα αποτίνεται σε διαφορετικές υπηρεσίες, αλλά θα κάνει μία αίτηση και τα αρμόδια Υπουργεία-Υφυπουργεία θα διεξέρχονται της διαδικασίας. «Ο πολίτης θα παίρνει ό,τι δικαιούται με ένα έμβασμα στον λογαριασμό του», είπε. Σημείωσε, ωστόσο, ότι εφόσον οι συντάξεις θα είναι αυξημένες, η ανάγκη για παροχή πρόσθετης κοινωνικής βοήθειας θα μειώνεται σταδιακά. Όσον αφορά τον δεύτερο πυλώνα, τη συμπληρωματική σύνταξη και τα ταμεία προνοίας, ο Υπουργός ανέφερε ότι είναι «σθεναρή» η θέση των συντεχνιών κυρίως, ότι θα πρέπει ο πρώτος και ο δεύτερος πυλώνας να συναποφασιστούν, «κάτι που από εμάς μας βρίσκει αντίθετους, αλλά όχι δογματικά». Σημείωσε ότι η προσπάθεια είναι να προχωρήσει ο πρώτος πυλώνας, για τον οποίο είναι σχεδόν έτοιμο το νομοθέτημα, και η συζήτηση για δεύτερο πυλώνα να συνεχιστεί μέχρις ότου υπάρξει κατάληξη. «Θεωρώ ότι μέχρι τον Σεπτέμβριο θα μπορούμε να έχουμε καταλήξει και στον δεύτερο πυλώνα, όμως υπάρχει η κατανόηση από όλους ότι η εφαρμογή του δεύτερου πυλώνα θα ξεκινήσει μετά από 3 - 4 χρόνια, σύμφωνα και με τις υποδείξεις της Διεθνούς Οργάνωσης Ταμείων Πρόνοιας και Ασφαλειών. Αυτό είναι συμφωνημένο με τους εταίρους. Αυτό που πρέπει να γίνει είναι να συμφωνηθεί και πώς θα είναι τα ταμεία προνοίας, δηλαδή αν θα είναι υποχρεωτικά ή εθελοντικά, πώς θα δίνονται αυτά τα λεφτά στον εργαζόμενο που αφυπηρετεί κ.λπ.», ανέφερε. «Είμαι αισιόδοξος ότι θα μπορέσουμε να βρούμε την κοινή συνισταμένη, παρά τη διάσταση απόψεων που υπάρχει μεταξύ των δύο πλευρών. Θα βρούμε τη χρυσή τομή και θα προχωρήσουμε», ανέφερε. Όσον αφορά τον δανεισμό του κράτους από το Ταμείο Κοινωνικών Ασφαλίσεων, ο Υπουργός υπενθύμισε ότι με απόφαση της Κυβέρνησης, ο δανεισμός σταματά και τα €12 δισεκατομμύρια που μέχρι σήμερα έχουν δανειστεί από το ΤΚΑ στο κράτος θα επιστραφούν σταδιακά πίσω στο Ταμείο Κοινωνικών Ασφαλίσεων. «Θα υπάρχει μία φόρμουλα, η οποία έχει συμφωνηθεί με το Υπουργείο Οικονομικών και σε συνεργασία με το Υπουργείο Οικονομικών, ούτως ώστε, με χρονιαίες δόσεις αυτά τα λεφτά να επιστραφούν, με τόκο» και σε βάθος χρόνου να εξοφληθούν. «Αυτό που πρέπει να προσέξουμε όλοι μας είναι ότι οι όποιες ενέργειες γίνουν να μην διαταράσσουν την οικονομική ειρήνη που υπάρχει σήμερα, δηλαδή να μην έρθει το κράτος σε δύσκολη θέση, ούτως ώστε να χρειαστεί να φτάσουμε σε συνθήκες κακές για την οικονομία, δηλαδή να είναι ‘καλό’ το Ταμείο, αλλά κακές οι συνθήκες της οικονομίας», είπε, επαναλαμβάνοντας τη συνεργασία, γι’ αυτό τον σκοπό, με τον Υπουργό Οικονομικών. Ο Πρόεδρος της Επιτροπής, Βουλευτής του ΑΚΕΛ, Γιώργος Κουκουμάς, σε δηλώσεις του μετά τη λήξη της συνεδρίασης, είπε ότι «πρέπει να διασφαλίσουμε ότι κανένας συνταξιούχος δεν θα βρίσκεται κάτω από το όριο της φτώχειας», σημειώνοντας ότι η Επιτροπή δεν πήρε απαντήσεις για την κατάργηση του πέναλτι 12% και της «κατάργησης της αδικίας για τη σύνταξη χηρείας για τους άντρες». Ο Βουλευτής του ΔΗΣΥ, Ανδρέας Κωνσταντίνου, είπε ότι θέση του ΔΗΣΥ παραμένει ότι προτεραιότητα αποτελεί η ουσιαστική ενίσχυση των χαμηλών και μεσαίων συντάξεων, με τρόπο που να διασφαλίζει τόσο την αξιοπρεπή διαβίωση των συνταξιούχων, όσο και τη μακροχρόνια βιωσιμότητα του ΤΚΑ. Πρόσθεσε, ωστόσο, ότι «θεωρούμε ότι η χώρα χρειάζεται μια ολοκληρωμένη και ολιστική μεταρρύθμιση του συνταξιοδοτικού συστήματος, η οποία δεν μπορεί να αφήνει εκτός τον Πυλώνα 2», σημειώνοντας ότι «η εύρυθμη λειτουργία και αποτελεσματική εποπτεία των Ταμείων Προνοίας αποτελούν αναπόσπαστο μέρος μιας πραγματικά σύγχρονης μεταρρύθμισης». Ο Βουλευτής του ΕΛΑΜ, Λίνος Χατζηγεωργίου, είπε ότι το ΕΛΑΜ τόνισε την ανάγκη αύξησης των χαμηλών συντάξεων «άμεσα και ουσιαστικά», καθώς και την επιστροφή των χρημάτων του Ταμείου που «αφαίμαξε», όπως είπε, το κράτος. Αύξηση άδειας πατρότητας και γονικής άδειας Αναφερόμενος στα υπόλοιπα ζητήματα που συζητήθηκαν στην Επιτροπή, ο Υπουργός είπε ότι ολοκληρώνοντας τη συνταξιοδοτική μεταρρύθμιση «θα πρέπει να εγκύψουμε και σε αυτά τα θέματα, όπως είναι το θέμα των ξένων εργατών στην Κύπρο, όπως είναι θέματα μητρότητας, πατρότητας, γονικής άδειας». Σημείωσε ότι «είμαστε στη διαδικασία αύξησης της γονικής και της άδειας πατρότητας». Σε σχέση με τους εργαζόμενους γονείς, ο κ. Κουκουμάς στις δηλώσεις του είπε ότι «περιμένουμε ακόμα απαντήσεις» για τον προσανατολισμό της κυβέρνησης για την ενίσχυση των αδειών μητρότητας, πατρότητας και γονικής άδειας, αλλά και για το πώς στηρίζουμε τους εργαζόμενους γονείς με παιδιά με σοβαρές ή μακροχρόνιες παθήσεις που είναι αναγκασμένοι να φεύγουν από τη δουλειά. «Δεν έχουμε ακόμα ενώπιον μας από την κυβέρνηση κάτι απτό για το πώς θα στηριχτούν». Από την πλευρά της, η Βουλευτής του ΔΗΣΥ, Σάβια Ορφανίδου, είπε ότι επανέλαβε «την πάγια θέση» του κόμματος της για επέκταση της άδειας μητρότητας στις 26 εβδομάδες και την ανάγκη να ξεκινήσει η διαβούλευση από το Υπουργείο Εργασίας για το θέμα. Όπως ανέφερε σε δηλώσεις του ο Βουλευτής του ΔΗΚΟ, Ανδρέας Αποστόλου, ο Υπουργός ενημέρωσε τους Βουλευτές για την πρόθεση της κυβέρνησης να καταθέσει νομοσχέδιο για αύξηση της άδειας πατρότητας σε τέσσερις εβδομάδες. Όσον αφορά τη γονική άδεια, ο κ. Αποστόλου έκανε αναφορά σε γονείς των οποίων τα παιδιά νοσηλεύονται. «Χαιρόμαστε γιατί σήμερα ο Υπουργός μας ανακοίνωσε ότι το Υπουργείο αντιλαμβάνεται τη σημαντικότητα του θέματος και θα έχουμε ενώπιον μας τις προτάσεις του Υπουργείου το αμέσως επόμενο διάστημα για να στηρίξουμε αυτές τις οικογένειες», είπε. Εξάλλου, σε δηλώσεις του, ο Πρόεδρος της Επιτροπής, Γιώργος Κουκουμάς αναφέρθηκε στη συζήτηση εργασιακών θεμάτων με τον Υπουργό, σημειώνοντας ότι «η ανάπτυξη που καταγράφεται στον τόπο πρέπει να μεταφραστεί επιτέλους σε καλύτερα εισοδήματα, σε καλύτερο βιοτικό επίπεδο, σε καλύτερες εργασιακές σχέσεις». Συγκεκριμένα, ανέφερε ότι «περιμένουμε το νομοσχέδιο για τις συλλογικές συμβάσεις εργασίας», αναφέροντας ότι η Κύπρος έπρεπε να εναρμονιστεί από τον Νοέμβριο με την ευρωπαϊκή οδηγία για τους επαρκείς κατώτατους μισθούς. Ο κ. Κουκουμάς αναφέρθηκε, επίσης, στο ζήτημα της πρακτικής άσκησης, σημειώνοντας ότι δεν μπορεί να συνεχίσει να είναι «φτηνή, απλήρωτη εργασία που εκμεταλλεύονται πολλοί εργοδότες», σημειώνοντας ότι και σε αυτό το θέμα αναμένεται νομοσχέδιο από την κυβέρνηση που ακόμα να έρθει. Από την πλευρά του, ο Βουλευτής του ΕΛΑΜ, κ. Economic sentiment in Cyprus improved for the third consecutive month, rising marginally in June, on improved business and consumer confidence, according to the benchmark index compiled by the Economics Research Centre of the University of Cyprus.
