Η ασφάλεια αποτελεί θεμελιώδες δημόσιο αγαθό και βασική προϋπόθεση για μια ελεύθερη, δημοκρατική και λειτουργική κοινωνία, ανέφερε η Υπουργός Μεταφορών, Επικοινωνιών και Έργων Εύη Τσολάκη, κατά την παρουσίαση αναμνηστικής σειράς γραμματοσήμων για την Αστυνομία, την Πυροσβεστική Υπηρεσία και την Εθνική Φρουρά, τη Δευτέρα, στο Γραφείο Τύπου και Πληροφοριών. Σε χαιρετισμό της, η κ. Τσολάκη σημείωσε ότι η αποτελεσματική προστασία των πολιτών και της χώρας προϋποθέτει σύγχρονα μέσα, κατάλληλη εκπαίδευση, επιχειρησιακή ετοιμότητα και στενή συνεργασία μεταξύ των αρμόδιων υπηρεσιών. Όπως ανέφερε, η αναμνηστική σειρά αποδίδει τιμή στο έργο των γυναικών και των ανδρών που στελεχώνουν την Αστυνομία Κύπρου, την Πυροσβεστική Υπηρεσία και την Εθνική Φρουρά, «συχνά κάτω από δύσκολες και απαιτητικές συνθήκες». Ανέφερε ακόμη ότι κάθε γραμματόσημο αποτελεί «ένα μικρό τεκμήριο της ιστορίας, της ταυτότητας και των αξιών ενός τόπου», το οποίο ταξιδεύει πέρα από τα σύνορα και μεταφέρει εικόνες και μηνύματα για την Κύπρο, τους ανθρώπους της και όσα η κοινωνία επιλέγει να τιμά και να διατηρεί στη συλλογική της μνήμη. «Μέσα από τη συγκεκριμένη έκδοση αναδεικνύονται η προσφορά, η ευθύνη, η ετοιμότητα και η αφοσίωση στο καθήκον», πρόσθεσε. Αναφερόμενη στις τρεις υπηρεσίες, η Υπουργός είπε ότι η Αστυνομία Κύπρου προστατεύει τη δημόσια ασφάλεια και τάξη, προλαμβάνει και αντιμετωπίζει το έγκλημα και βρίσκεται καθημερινά στο πλευρό των πολιτών. Για την Πυροσβεστική Υπηρεσία ανέφερε ότι ανταποκρίνεται με επαγγελματισμό και αυταπάρνηση σε πυρκαγιές, φυσικές καταστροφές και άλλες καταστάσεις έκτακτης ανάγκης, προστατεύοντας ανθρώπινες ζωές, περιουσίες και το φυσικό περιβάλλον. Η Εθνική Φρουρά, συνέχισε, υπηρετεί την άμυνα και την προάσπιση της εδαφικής ακεραιότητας της Κυπριακής Δημοκρατίας, σημειώνοντας ότι η αποστολή της «αποκτά ιδιαίτερη βαρύτητα σε μια πατρίδα που εξακολουθεί να βιώνει τις συνέπειες της τουρκικής εισβολής και κατοχής». Η κ. Τσολάκη είπε ακόμη ότι η Πολιτεία αναγνωρίζει την απαιτητική αποστολή του προσωπικού των τριών υπηρεσιών και εκφράζει την εκτίμησή της για την καθημερινή προσφορά του. «Στο πρόσωπο της ηγεσίας της Αστυνομίας, της Πυροσβεστικής Υπηρεσίας και της Εθνικής Φρουράς τιμούμε σήμερα κάθε γυναίκα και κάθε άνδρα που υπηρετεί με επαγγελματισμό, συνέπεια και αίσθημα καθήκοντος», ανέφερε. Καταλήγοντας, εξέφρασε την ευχή η αναμνηστική σειρά να ταξιδέψει στην Κύπρο και στο εξωτερικό, μεταφέροντας «ένα ξεκάθαρο μήνυμα σεβασμού και ευγνωμοσύνης προς τους ανθρώπους που εργάζονται για την ασφάλεια και την προστασία όλων μας». Προβληματισμούς για τους κινδύνους που ενδέχεται να δημιουργήσει η ψηφιακή παρουσίαση επιταγών, ιδιαίτερα σε ό,τι αφορά την απόδειξη της γνησιότητας και της έκδοσης ακάλυπτης επιταγής, εξέφρασαν βουλευτές κατά τη συζήτηση στην Κοινοβουλευτική Επιτροπή Οικονομικών δύο νομοσχεδίων του Υπουργείου Οικονομικών για τον εκσυγχρονισμό του πλαισίου παρουσίασης και πληρωμής επιταγών. Τα δύο νομοσχέδια προβλέπουν, μεταξύ άλλων, τη δυνατότητα παρουσίασης επιταγής προς πληρωμή μέσω ψηφιακής απεικόνισης, μέσω των ηλεκτρονικών καναλιών των τραπεζών, χωρίς να απαιτείται η φυσική προσκόμισή της. Οι υφιστάμενοι τρόποι παρουσίασης επιταγών δεν επηρεάζονται. Το δεύτερο νομοσχέδιο αφορά τροποποίηση του Ποινικού Κώδικα, ώστε σε περίπτωση ψηφιακής παρουσίασης ακάλυπτης επιταγής, η τράπεζα να καταχωρίζει ηλεκτρονικά τον πραγματικό λόγο μη πληρωμής και η σχετική καταχώρηση να μπορεί να γίνει αποδεκτή ως μαρτυρία ενώπιον Δικαστηρίου, αποτελώντας μαχητό τεκμήριο ως προς το περιεχόμενό της. Σύμφωνα με το Υπουργείο Οικονομικών, οι αλλαγές αποσκοπούν στον εκσυγχρονισμό του υφιστάμενου πλαισίου και στη διευκόλυνση πολιτών και επιχειρήσεων, επιτρέποντας ταχύτερη εξυπηρέτηση χωρίς φυσική μετάβαση σε τραπεζικό κατάστημα, χωρίς να μεταβάλλονται τα δικαιώματα και οι υποχρεώσεις των εμπλεκόμενων μερών. Ερωτήματα για την απόδειξη ακάλυπτης επιταγής Ιδιαίτερα τους κινδύνους που μπορεί να προκύψουν στην απόδειξη του αδικήματος έθεσε ο βουλευτής του ΑΚΕΛ Ανδρέας Πασιουρτίδης, επισημαίνοντας ότι στην περίπτωση της ψηφιακής παρουσίασης δεν θα υπάρχει το πρωτότυπο έγγραφο. Όπως ανέφερε, μπορεί να προκύψουν ζητήματα σχετικά με την υπογραφή και τον γραφικό χαρακτήρα, ενώ θα μπορούσαν να αμφισβητηθούν τα ηλεκτρονικά συστήματα που θα χρησιμοποιούνται. Όπως είπε, θα πρέπει να διασφαλιστεί πως δεν θα καταστεί δυσκολότερη η απόδειξη της έκδοσης ακάλυπτης επιταγής. Ο κ. Πασιουρτίδης εξέφρασε επίσης προβληματισμό για την αποδοχή ψηφιακής απεικόνισης στην εποχή της τεχνητής νοημοσύνης, θέτοντας ζήτημα πιθανής ψηφιακής πλαστογράφησης. Η βουλευτής του ΔΗΚΟ και Πρόεδρος της Επιτροπής Χριστιάνα Ερωτοκρίτου εισηγήθηκε να εξεταστεί πρόνοια με βάση την οποία ο δικαιούχος θα υποχρεούται να διατηρεί το πρωτότυπο της επιταγής για συγκεκριμένο χρονικό διάστημα, ώστε να είναι διαθέσιμο για σκοπούς απόδειξης. Εκ μέρους της Τράπεζας Κύπρου, η οποία ζήτησε την τροποποίηση, ο Νεόφυτος Πολυβίου ανέφερε ότι η ψηφιακή απεικόνιση ουσιαστικά αντικαθιστά τον έλεγχο που διενεργεί σήμερα ο ταμίας κατά την προσκόμιση της επιταγής. Όπως εξήγησε, η ψηφιακή απεικόνιση θα ελέγχεται στη συνέχεια από άνθρωπο και θα προωθείται για έλεγχο κατά τη διαδικασία εκκαθάρισης. Υποστήριξε ότι η διαδικασία δεν δυσχεραίνει τους ελέγχους της τράπεζας και ότι ζητούμενο της τροποποίησης είναι να αναγνωρίζεται νομικά το ψηφιακό αντίγραφο. Σε σχέση με τη διατήρηση του πρωτοτύπου, ο κ. Πολυβίου ανέφερε ότι μπορεί να προβλεφθεί εύλογο χρονικό διάστημα, αναφέροντας ως παράδειγμα τις δύο εβδομάδες, ενώ η κάθε τράπεζα θα καθορίζει τις προϋποθέσεις και τα ποσά για τα οποία θα παρέχεται η συγκεκριμένη υπηρεσία. Σε ερώτηση του βουλευτή της Άμεσης Δημοκρατίας Γιάννη Λαούρη για την προστασία του εκδότη σε περίπτωση λάθους, καθώς και για το ενδεχόμενο ετεροχρονισμένων επιταγών, ο κ. Πολυβίου ανέφερε ότι θα συνεχίσει να διενεργείται ο τεχνικός έλεγχος που εφαρμόζεται και σήμερα και δεν θα γίνονται δεκτές ετεροχρονισμένες επιταγές. Δεν αλλάζει η διαδικασία για τον εκδότη Η Κεντρική Τράπεζα διευκρίνισε ότι δεν αλλάζουν οι κανονισμοί αναφορικά με την καταχώριση ακάλυπτων επιταγών στο Κεντρικό Αρχείο Πληροφοριών (ΚΑΠ). Σε ερώτηση του βουλευτή του ΑΚΕΛ Άριστου Δαμιανού κατά πόσον ο εκδότης θα ενημερώνεται σε περίπτωση που γίνει ψηφιακή παρουσίαση της επιταγής, ώστε να έχει τη δυνατότητα να διορθώσει τυχόν λάθος, η Κεντρική Τράπεζα ανέφερε ότι η διαδικασία παραμένει η ίδια. Η τράπεζα του εκδότη θα τον ενημερώνει, ανεξάρτητα από τον τρόπο με τον οποίο παρουσιάστηκε η επιταγή. Η Νομική Υπηρεσία ανέφερε από την πλευρά της ότι με τις προτεινόμενες ρυθμίσεις εξομοιώνεται η ψηφιακή απεικόνιση με τη φυσική επιταγή και δεν υπάρχει διαφοροποίηση ως προς τη νομική της αντιμετώπιση. Ο κ. Δαμιανού ζήτησε, πάντως, να διασφαλιστεί ότι ο εκδότης θα λαμβάνει γνώση εγκαίρως, ώστε σε περίπτωση λάθους να μπορεί να το διορθώσει. Προβληματισμός για πλαστογράφηση Ο Πρόεδρος του ΑΛΜΑ Οδυσσέας Μιχαηλίδης, εξέφρασε προβληματισμό για το ενδεχόμενο ψηφιακής πλαστογράφησης, σημειώνοντας ότι είναι ευκολότερο να πλαστογραφηθεί ψηφιακά μια επιταγή. Έκανε επίσης λόγο για ελλείψεις στις ασφαλιστικές δικλείδες που θα πρέπει να αποτρέπουν την κατάχρηση της διαδικασίας. Ο κ. Πολυβίου ανέφερε ότι η επιταγή διαθέτει κωδικογραμμή, η οποία δεν είναι τυχαία, και εξήγησε ότι η εφαρμογή θα ελέγχει την κωδικογραμμή και το ποσό. Σε σχέση με την υπογραφή, σημείωσε ότι η εφαρμογή δεν θα βασίζεται αποκλειστικά σε αυτήν, αλλά θα διαθέτει μηχανισμούς για την αναγνώριση της αυθεντικότητας. Η κ. Ερωτοκρίτου ανέφερε, ωστόσο, ότι έχει δει πλαστή επιταγή που έφερε κωδικογραμμή, υπογραμμίζοντας τον προβληματισμό για την επάρκεια των δικλίδων ασφαλείας. Ο Σύνδεσμος Τραπεζών ανέφερε ότι αντίστοιχη διαδικασία εφαρμόζεται ήδη στο εξωτερικό από μεγάλες τράπεζες.
